Dear Mr. Bailey and Mr. Wanucha,
The North Carolina Department of Transportation is scheduled to replace Bridge #270 with a new
bridge at the same location. I have included the Attachments G& L with a project description and
a set of the project plans. A stormwater management plan is also attached. Please review this
project for compliance by your Division.
We plan to begin construction as soon as possible. If further information is required, please

Project Description - The project consists of replacing Bridge #270 over UT to North Prong
Stinking Quartex Creek on SR 3360 (Bowman Dairy Road) and improving roadway approaches.
The existing single-span, 30' L X 28' W, timber deck on I-beams, supported by timber caps
timber piles with timber bullcheads is structurally deficient and will be replaced with a new 60' L
X 30' W, single span, cored slab bridge at the same location. An off-site detour will be urilized
during construction. There are wetlands located near the project area, however, they will not be
disturbed. This project proposes only 43 linear feet of permanent sh�eain impacts associated with

bank stabilization. Please note that there is also a perennial UT (feature SB) that enters the
project site from the northwest; there are no impacts proposed to feature SB. There are no deck
drains proposed on this bridge. The project drainage system consists of an inlet pipe system on
the northeast side. Discharge from this pipe outlet will be attenuated on a riprap pad located
outside the ripaiian buffer areas and will be diffused by existing topographic conditions before
flowing to the riparian buffer. The ditches in the southeast and southwest quadrants will be
retained. There are is a utility relocation proposed with this bridge replacement and the plans are
included. One aerial Duke facility will be temporarily moved while the bridge replacement is
constructed; the buffer impacts are accounted for within this application. Proposed Riparian
Buffer impacts include 2,784 square feet in Zone 1 and 1,632 square feet in Zone 2 to
accommodate the bridge. On June 28, 2016, Bob Lepsic with Arcadis surveyed far the Small
whorled pogonia within the project boundaries. There were no specimens found, however
potential habitat was present; further, there are no occurrences of this species with 1.0 mile per
NCNHP. Therefore, the Biological Conclusion for Small whorled pogonia is No Effect; Habitat
Present. The Bald Eagle is protected in every county in North Carolina under the Bald and Gold
Eagle Protection Act; however, no suitable feeding/water source is located within one mile of the
project study area to support Bald Eagle habitat. Also, Mr. Gary Jordan (iJSFWS) recently
released the Programmatic Conference Opinion (PCO) for the recently listed Northern Long
Eared Bat (NLEB). This opinion, states in part, that "... it is the Service's conference opinion that
NCDOT activities in eastern North Carolina (Divisions 1-8), as proposed, are not likely to
jeopardize the conti�aued existence of the NLEB. "
