Dear Mr. Bailey:
Restoration Systems (Sponsor) is pleased to submit the accompanying second draft Umbrella
Mitigation Banking Instrument (LIMBI) and its associated Phase I Bank Site Mitigation Plans
(Mitigation Plans) for our proposed Cape Fear 02 Umbrella Mitigation Bank (Bank; 2014-SAW-
00657). As you will notice, the UMBI and the Mitigation Plans were edited according to IRT
comments generated from the review of the first drafts provided by the Sponsor in March 2016.
Please note that for purposes of review expediency, we have provided two versions of the UMBI
and Mitigation Plans—redline and highlighted versions. Please also note that we have only
provided one appendix with these versions, Appendix F. Other appendices were not changed
during this revision. In addition, the only material provided within Appendix F is the Long-term
Management Fund calculation; other materials previously provided in Appendix F were not
revised and were therefore not included with this submission.
We also included all figures for each Mitigation Plan for convenience. Some figures were
changed per IRT comments. However, these edits were not tracked, so please pay particular
attention to figure details to ensure the appropriate edits were completed satisfactorily.
