Subject:Mitigation Site at 77/40 project

Yesterday Ginny and I visited the reforestation mitigation site at the 77/40 interchange site. While walking through the
site we found approximately 6 bundles of bare root tree saplings that had been discarded. My guess on the number of
discarded trees would be around 300. It was unclear if they were discarded as extras or from inadequate planting. It I
my understanding that Mark is handling that investigation and will respond accordingly.
It was discussed during the site visit that much of the mitigation site will be impacted with the next phase of the 77/40
project. It is my understanding that the next phase of the project will be design/build and is on deck to start shortly
after this phase finishes—hopefully by 2018. With that being said, it does bring concerns over how the mitigation will be
handled in the future. It is my understanding that Division 12 knew this site would be impacted in the second phase of
the project and tried to keep it from being constructed because of the futility of it, but was unable to get it stopped. I do
not know what has been planned for the future mitigation or for the loss of this mitigation area; however, I would like
for it not to be another site that is going to be constructed over. It seems a waste of money, time, man power, and
mitigation credits that have to reallocated. Perhaps before the next phase we can see what is planned, and if there is
something similar we can change it.
