As you know we have been in contact with you and Ken Averitte to resolve some of the issues associated with the Stormwater Plan for this project. We would like to discuss the other items in your Requests in more detail prior to resubmitting the plans. We anticipate that we will be able to resubmit these plans by August 18, 2008. April 22, 2008, the Division of Water Quality (DWQ) received your After-The-Fact application dated February 29, 2008, to impact 0.092 acres of 404/wetland to construct the proposed road crossings and two bridge crossings to provide access to the southwest portion of the subject property. The DWQ has determined that your application was incomplete and/or provided inaccurate.information as discussed below. The DWQ will require five copies of the additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will place this project on hold as incomplete until we receive this additional information. if we do not receive the requested information, your project will be formally returned as incomplete. Please provide the following information so that we may continue to review your project. Additional Information Requested: Stormwater Review Please note that the stormwater management plans submitted with your 401 application received on April 22, 2008 have been reviewed but not yet approved due to the following reasons: 1. The elevations and design of the BMPs and associated components must be based on the final grading contours, drainage patterns, land cover and associated impervious percentages, but not on the assumptions made that are likely to change. In addition, the final approved stormwater plans shall be required When the final grading plans have been finalized, please resubmit the following: a. Two (2) copies of full size plans for the entire site on a scale 1":50' or larger. Two (2) copies of final plan details and section views of each BMP (1" : 30' or larger) showing the pretreatment system, various zones in the main treatment systems, high flow bypass system or overflow devices, under drain pipes and clean-out pipes, inlet and outlet pipes, inlet and outlet velocity calculations, outlet protection design information, soil media specifications (composition, permeability, P-Index), planting plans, maintenance access, construction sequence, fertilizer application requirements for vegetation establishment, etc. c. Please pay particular attention to the following: The spacing between the collection laterals of the underdrain system shall not be greater than l Ofeet, and the number of clean-out pipes required is one per every 1000 square feet of BMP surface area at a minimum. d. Please indicate whether the outlet pipes from the Bioretehtion cells discharge above or below the normal water levels of the receiving streams. If they are unsubmerged, stream bank protection may be required based on the exit velocities of the 10-year storm. e. Please note that stormwater runoff from entire project site must be treated prior to leaving the site. Please provide treatment for the northern portions of the project area that are not being treated Please submit this information within 30 calendar days of the date of this. letter. If we do not receive this requested information within 30 calendar days of the date of this letter, your project will be withdrawn and you will need to reapply with a new application and a new fee. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ. Please provide cross section details showing the provisions for aquatic life passage. 5.
