Catawba-Wateree Hydroelectric Project- Modification
FERC Project # 2232
Dear Mr. Oakley:
On September 12, 2016, the Division of Water Resources (Division) received your request,
dated September 9, 2016, with payment transferred on September 19, 2016,to modify
Individual Water Quality Certification #3767, issued for the subject project by the Division
(formerly known as Division of Water Quality) on November 14, 2008. The Division has
determined that your request is incomplete and cannot be processed. The application is on-
hold until all of the following information is received:
1. The footnote on page 8 states: "Note 2 - Six-inch Summer Target Increase applies May 1
to October 1." The tables on pages 5 to 7, showing the present and proposed pool
elevations throughout the year, are misleading in that most of October is at a different
elevation than is communicated by the tables. The tables should include specific dates
that the elevations are in effect, e.g. May 1 to October 1; October 2 to December 31;
etc., similar to the recreational flow release schedule table on page 12.
2. Page 37: please correct typographical error: "CRA Appendix D: Maintenance and
Emergence Protocol (MEP) Article (applies to NC and SC)
3. In Appendix F, several device locations note the potential for vandalism. Explain what
measures will be taken to minimize this risk and what procedures will be implemented if
data is lost.
4. Page 111 (fourth line from the bottom): please correct typographical error: "Ferderl
Energy regulatory Commission".
5. Page 119, Note #4: please change "NCDWQ" to "NCDWR".
6. Page 119, Note #5: please change "NCDWQ" to "NCDWR".

Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested
information for the proper consideration of the application. Please respond in writing within 30
calendar days of receipt of this letter by sending an email to karen i ,,,i

the requested information is not received in writing within 30 calendar-days of receipt of this
letter, the Division will be unable to approve the application and it will be returned. The return
of this project will necessitate reapplication to the Division for approval, including a complete
application package and the appropriate fee.
