Just one clarification. The stream at site 3 will not be permanently filled in its entirety. Only a portion will be. The whole area has been disturbed however and the permit mod request
will reflect that. We just need to
wait until the final decision is made about the revised driveway layout.

Heath and Doug,
Below is a summary of our field meeting yesterday. Please review and let me know if any corrections are needed.
For R-2915B:
You called my office on Oct 12 to report sediment losses at Site 4 to the linear wetland due to recent heavy rains that forced water and sediment across US 221 (from east to west) into
the wetland;
You requested to move forward with converting the wetland into one long, constructed erosion control measure;
A permit modification for that (and others) was forthcoming;
It would be a “total take” of the wetland; following project completion, the wetland would be graded to drain and reseeded;
A jurisdictional stream near Site 3 (approximately 100’ long beginning at a bedrock knickpoint) will be permanently filled to allow for a yet to be determined driveway configuration;
A permit modification will be forthcoming.
For R-2915A:
We reviewed bore and jack culvert installation at Site 12. The inlet will need riprap stabilization along the channel bottom (~75’) as well as on the banks to prevent upstream instability/headcuttin
g up slope.
A permit modification will be forthcoming for this;
You noted that the Impact Table for Site 12 was incorrect (low) compared with the drawing;
There were likely several other culvert installation issues like those we observed at Site 12, of which will be addressed as they are encountered.
One issue we did not discuss was how to handle multiple modifications. It may be more efficient to come to some sort of agreement with the Corps to bundle several at a time and then
submit quarterly. Of course we
would need to know about them ahead of time as you encounter them and discuss issues, concerns and impacts. DWR can “field approve” small impact modifications if necessary (again we
would need to know about
them ahead of time as you encounter them).
Let me know if the above is accurate and we can discuss further next week if necessary.
