PROJECT DESCRIPTION: The project site begins at 517 Roland Ave. and terminates on South New River Dr., adjacent to Topsail Sound, in Surf City, Pender County. To get to the site from Wilmington take US HWY 17 N to NC Hwy 210, which is located at the Lowe's Home Improvement on US HWY 17. Turn right onto NC Hwy 210 and continue to the Surf City Swing Bridge, the property is located on the right just after crossing the bridge. The project site encompasses eight parcels. The proposed project begins and terminates on properties owned by the Town of Surf City. The current elevation of the highground portion of the property is approximately 3' above NHW. The project site is adjacent to commercial properties to the northeast and is boarded by Topsail Sound to the southwest and northwest. The project site is bordered by South New River Road to the southeast. The highground portion of the property is vegetated primarily with lawn grasses and ornamental plants. Coastal wetlands are present on site. The high marsh portion of the coastal wetlands is vegetated with Giant Cordgrass (Spartina Cynocoroides), Sea Lavender (Limonium, Spp. ), Black Needlerush (Juncus roemarianus), Spike Grass (Distichlis Spicata), Salt Meadow Grass (Spartina Patens), Salt Marsh Cordgrass (Spartina alterniora) and Glasswort (Salicornia spp.). The low marsh consists primarily of Salt Marsh Cordgrass. The Town of Surf City Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated this area of Topsail Sound as a Primary Nursery Area, and the waters adjacent to the proposed project are open to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to install a boardwalk, kayak launch and fishing platform. The boardwalk would begin at the Soundside Park and cross the marsh and bay area to connect with a proposed parking area at 105 South New River Drive. The proposed boardwalk would cross six properties owned by other entities, the Town has secured letters from the property owners authorizing them to cross their property either over the marsh or the water whichever is applicable. The boardwalk would measure 6' in width and 968' in length. The majority of the boardwalk would be located over low marsh. A 48' section of the boardwalk would be a replica of the swing bridge and would measure 8' in width. This portion of the boardwalk is proposed over the water. Near the center of the boardwalk the Town is proposing a pier measuring 6' in width and 200' in length to access the water. They have proposed a covered T-head and the end of the pier measuring 20' x 40'. They are also proposing to install two platforms on both sides of the pier measuring 10' in width and 40' in length for kayak launches. The water depths at the end of the proposed structure ranges from -0.25'@ NLW to -0.65'@ NLW. The structure will not be designed for dockage other than kayaks and canoes. 10. ANTICIPATED IMPACTS The proposed pier would result in the incorporation of approximately 2,904 ft.' of public trust waters. The boardwalk and pier would result in the shading of approximately 5,100 ft.' of coastal wetlands. Submitted by: J. W. The Town has acquired property along South New River Drive between the water tower and fishing village for the construction of public parking. The Town is proposing to construct a retaining wall along S. New River Drive for a parking area and a wooden boardwalk from the parking area across the marsh to the Soundside Park. Additionally we are proposing a covered crabbing dock and two (2) platforms in which to launch a kayak. The construction will be completed by a NC licensed General Contractor, specializing in marine construction. Equipment to be used will include a water pump, jet pump and possibly a mini excavator.
