Courtney, Please let me know if you require additional hard copies (how many) and whether or not we need to amend the application (the attached proposal reduces the total length of bulkhead by about 15 feet). We appreciate the removal of the proposed access channel from the project application. The removal of the access channel addresses our main concern that was to be presented in our objection letter. However, there is still concern with the proposed “encapsulation” of the existing riprap with a bulkhead. The southeastern shore of the peninsula is already stabilized. The waterward bulkhead installation of an already stabilized shoreline increases impacts to public trust waters and would likely increase shallow water habitat and SAV habitat scour due to the waters’ interface with the vertical structure. Furthermore, a study conducted by the NCWRC determined that fish abundance and diversity was significantly higher along riprap shorelines than along bulkhead sites. Therefore, we recommend allowing the riprap to remain on the southeast shore of the peninsula to avoid increased scour of shallow water and SAV habitats, to allow the existing fishery habitat opportunities to continue, and to offset the impact of filling important fringe wetland habitats by the proposed bulkhead within the basin area. If the applicant continues to pursue a bulkheaded shoreline, the bulkhead should be placed landward of the existing rip-rap to minimize impacts to aquatic resources. I have attached both documents to this email for your consideration. Since the workplan drawing was an oversized plat I scanned the area most relevant to the proposed excavation – everything else in the project remains unchanged.
