PROJECT SUMMARY: The applicant is proposing to install a boat ramp and pier with a gazebo on highground. PBB Investors Inc. Page 02 9. Narrative Description: The subject property is 520 Holland Mill Lane in Onslow County. The project site is found by traveling west on Hwy. 24 through the Town Of Swansboro, towards Jacksonville. Turn right on Belgrade-Swansboro Road just outside of Swansboro city limits. Travel .92 miles and turn right on Forest Ridge Trail. Take the 3`d right off Forest Ridge Trail on to Holland Mill Lane. The entrance to the common area is at the end of the cul-de-sac on Holland Mill Lane. The subject property is one parcel totaling 1.63 acres bordering Holland Mill Creek and averages 10' in elevation above NHW. The parcel is the common property for the Forest Ridge Subdivision. There is currently a gravel turn around on the property. There are Spartina Alterniflora, Spartina Cynosuroides, Juncus Roemerianus, and Typha Spp. colonized along the shoreline transitioning to ACOE Section 404 Wetlands. The highground consists of hardwood and pine forest. The property has 115' of shoreline. The waterbody is approximately 40' across at this location. The Division of Water Quality classifies this area as SA-HQW waters. This area is a Primary Nursery Area. Holland Mill Creek is closed to the taking of shellfish and no visible shellfish were observed. The Onslow County Land Use Plan classifies this area Community on the highground and Conservation within the AEC's. 10. Proiect Description: On the highground, that applicant is proposing construct a 10' X 15' covered gazebo approximately 31' from NHW and a split rail fence immediately adjacent to the property line to the East. The gazebo would require 150 square feet of highground disturbance. Additionally, the applicant is proposing to install a gravel drive to access the proposed boatramp from the existing gravel turnaround. The proposed gravel would disturb 310 square feet of highground. The applicant is proposing to install a 12' X 40' boatramp that would require the excavation of 6 cubic yards of shallow mud bottom and 25 cubic yards of highground. Ten feet of the boatramp would be located below NHW with the remainder to be located above the NHW requiring the fill of Coastal Wetlands, ACOE Section 404 Wetlands, and highground. There would be 120 square feet of shallow bottom fill, 94 square feet if Spartina Cynosuroides filled, and 73 square feet of ACOE Section 404 Wetlands filled. The boat ramp would be poured on highground and pushed into place once cured. The boat ramp would fill 190 square feet of highground. To access the boatramp, the applicant is requesting to construct a 5' X 35' concrete slatted dock with a 20' X 5' "T" head platform. The platform would shade 110 square feet of shallow bottom habitat. Additionally, the dock would shade 65 square feet of Coastal Wetlands and 35 square feet of ACOE Section 404 Wetlands. It would also shade 47 square feet of highground. PBB Investors Inc. Page 03 11. Anticipated Impacts: A total of 94 square feet of Coastal Wetlands would be filled and 65 square feet would be shaded for the construction of the boatramp and dock. The dock would shade 110 square feet and the boatramp would fill 120 square feet of Shallow Bottom Habitat. A total of 35 square feet of ACOE Section 404 Wetlands would be shaded and 73 square feet would be filled for the construction of the boatramp and dock. There would be an increase in turbidity for the excavation of the proposed boatramp. There would also be 500 square feet of highground filled and 197 square feet disturbed for the proposed project. Division of Coastal Management 400 Commerce Avenue Morehead City, N.C. 28557 Dear Jonathan, NARRATIVE On behalf of Forest Ridge Owners Association, I am applying for a Major Development Permit. I am the President of the Forest Ridge Owners Association; President of PBB Investors, Inc., the developers of Forest Ridge Subdivision; and principal of Bell & Phillips Surveying, PLLC. I am, therefore, the most qualified to prepare the application for the Major Development Permit. Forest Ridge Subdivision is a 127-acre single-family residential subdivision located 0.8 miles down the Belgrade-Swansboro Road from the intersection of N. C. Highway 24 and the Belgrade-Swansboro Road. All required permits were obtained, such as Sedimentation & Erosion Control, Low Density Stormwater, and Nationwide Permit from the Army Corp of Engineers. All construction pertaining to the development of the subdivision has been completed. There are 90 lots within Forest Ridge, with 32 lots already sold. There are currently eleven homes under construction by individual owners and/or builders. Forest Ridge Subdivision was granted a low density stormwater management permit September 20, 2007, Permit No. SW8 070529. This permit was granted under the old rules, which allowed an overall tract built- upon area percentage of 25% impervious surface. However, the actual approved built-upon area is only 12.2%. Thus, Forest Ridge is indeed a very low density subdivision. Forest Ridge Owners Association was granted a CAMA Minor Development Pen-nit, issued January 31, 2008, to install a gravel access. The gravel access has been completed and is shown and labeled "existing gravel" on the accompanying drawings. Forest Ridge Owners Association is now applying for a boat ramp, pier, gazebo, and split rail fence. The common area to the boat ramp, pier, and gazebo will be for the private use of the owners of lots in Forest Ridge only and will be gated to prevent use by the general public. The typical watercraft to be served by the boat ramp are 14'-16' open runabouts. The purpose of the pier is for temporary tie-up when loading and unloading watercraft. The gazebo is for siteseeing, picnicking, and other upland recreation. The split rail fence is to prevent trespassing onto the William Glenn Brown property. Judging by the number of no trespassing signs, and other signs such as "BEWARE OF SHOTGUN", Mr. Brown is apparently very concerned about this issue. Tile proposed construction methodology for the boat ramp is as follows: The excavation will be done by a track backhoe, and the excavation material loaded directly on a dump truck. The excavation material will be hauled to an approved off-site disposal area. The boat ramp is to be 6" thick x 12' wide reinforced concrete. The boat ramp will be constructed in two sections. The section nearest the water will be precast on uplands and placed in its final location by a track backhoe. The key to the installation of this section is to perform the work at low tide. This would prevent unnecessary water turbidity. The second section will be cast in place. Any bare ground will be immediately seeded after the boat ramp is complete. The proposed construction methodology for the walkway and pier is as follows: The majority of the walkway and pier can be constructed fi-om upland. The bottom of the decking shall be 3' above the wetland substrate. Norris Marine Construction will build the walkway and pier in accordance with the accompanying pier detail. The work will be performed using a small barge and a small track backhoe. Any bare ground will be immediately seeded after the walkway and pier are complete. The gazebo will be constructed entirely on uplands utilizing standard construction procedures. Salt treated material will be used to ensure longevity. The primary concern when constructing this project is avoiding and/or minimizing sedimentation. This will be accomplished by disturbing the least amount of area possible. Silt fencing will be installed in areas where possible sedimentation could occur. Disturbed areas will be seeded as soon as possible. Sod will be placed in disturbed areas that warrant additional attention.
