Projecl Tracking No. (Inlerna] Use) 12-06-0087 Counry: Montgomery Document: Minimum Criteria Sheet Funding: State ❑ Federal Yes ❑ No Permit Type; NWP 3 orNWP14 Project Description: Replace Bridge #228 over Suck Branch on SR1320 (WilliamsoH St) in Montgomery County, North Carolina. The proposed construction efjort will utilize an off-site detour during construction activities, thereby minimizing the ejjects ta the surrounding land surjaces. While minor ditch-line impacts are scheduled to occur, the construction jootprint is unlikely to extend beyond the existing 60jt. wide right-of-way. The archaeo[ogical Area ojPotential Ejjects (APE) jor the project measures 600 jt. in length (300jt. jrom each bridge end point) by IOOjt. in width (SOjt. laterally jrom each side ojthe SRI320 center-line). :Y11u lun T'Z71111171 7.YI113yI.y 7 ii.1 Briejdescription ojreview activities, results ojreview, and conclusions: A map review and site file search was conducted at the Office of State Archaeology on Monday, June 25, 2012. This examination determined that no previously recorded archaeological sites were situated within the bounds of, or directly adjacent to the currently defined APE. A cross-check of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties emplaying resources available on the NCSHPO website concluded that none of the above designated properties were located within or directly proximal to the APE. It should be noted that several NRHP listed, SL and SS historical properties (12+) are situated to the south in Troy, exemplifying a broader pattern of historical occupany within this portion of Montgomery. Topographic, historic, and USDA soil survey maps (OkA, GaC), ae`rial photographs, and historical jarchaeological reference materials were inspected to appraise environmental, cultural, and other factors that may have led to or resulted in past occupation within the project limits. This work also assisted in assessing the level of modern, agricultural, hydrological, and other erosive-type disturbances which may have previously destroyed or dismantled unknown archaeological deposits or features within and surrounding the APE. BriejExplanation oj why the avnilable injormation provides a reliable basis jor reasonably predicting that there are no unidentified historic properties in the APE: The majority of the project area is distinguished by (OkA) Oakboro silt loam 0% to 2% slopes, a poorly drained and frequently flooded soil type that typically signals very low archaeological site potential. Some capacity exists for identifying the locatzon of an artifact scatter in the well-drained northern quadrants. Yet, the diminutive scope of the proposed project is unlikely to affect the surface and subsurface areas beyond the existzng right-of-way. For that reason, any undocumented site locations situated north of Suck Creek in the proximity of Bridge No. 228 would lie beyond the minute construction footprint. Along with topographic, landform, and cultural-historical considerarions, the likelihood of discovering archaeological remains within the APE is considered very low. Significant, meaningful, and intact archaeological deposits eligible for listing on the NRHP are therefore highly unlikely be affected by the construction work. No further work is recommended for this rural, state-funded bridge replacement. "No Survey Req»ired"jorm jor Minor Transpormnon Projecrs os Oualified in !he 2007 Programmahc Agreemeni.
