On May 14, 2008, DWQ issued a Request for More Information letter for the above project. This
letter is to request that the DWQ not withdraw this project from the 401 Certification Program
and to allow a 30-day extension of our response time in order to adequately address the issues
raised in the May 14, 2008 letter.

REQUEST FOR MORE INFORMATION
Dear Mr. Byrd:
On May 6, 2008, the Division of Water Quality (DWQ) received your application dated May 6, 2008 to
impact 313 linear feet of intermittent stream and 0.123 acres of riparian wetland to construct the proposed
industrial development at the site. The DWQ has determined that your application was incomplete and/or
provided inaccurate information as discussed below. The DWQ will require additional information in
order to process your application to impact protected wetland, streams and/or buffers on the subject
property. Therefore, unless we receive the additional information requested below, we will place this
project on hold as incomplete until we receive this additional information. If we do not receive the
requested information, your project will be formally returned as incomplete. Please provide the following
information so that we may continue to review your project.
Additional Information Requested:
Stormwater Management Plan: Please provide a stormwater management plan for your project for
DWQ review. Unfortunately, the Town of Holly Springs has not met the criteria for certification
of their local stormwater program and so they are currently not on the list of certified local
governments (http://h2o.enr.state.ne.us/ncwetlands/documents/JurisdictionsthatareCertified-
l.pdf). Please provide the following:
a. Three (3) copies of all supporting stormwater information pertaining to this project
including
i. Entire site development/layout plans delineating all drainage areas;
ii. Design calculation sheets for all proposed BMP(s) sized for both on-site
and off-site drainage;
iii. BMP supplements for each proposed BMP and Required Items Check
List (available at littp:Hh2o.eur.state.nc.us/su/bmp forms.htm) along
with all required items;
iv. A Notarized Inspection & Maintenance Agreement for each stormwater
management facility;
b. Three copies of detailed construction drawing sheets shall include the following:
i. Erosion and sediment control plans;

ii. Installation and Planting schedules for the proposed BMPs;
c. Cross sectional details of all BMPs and outlet structures with elevations.
Please respond within three weeks of the date of this letter by sending this information to me in writing
and Lauren Witherspoon of the DWQ Raleigh Regional Office. If we do not hear from you within three
weeks, we will assume that you no longer want to pursue this project and we will consider the project as
withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application.are not
authorized (at this time) by the DWQ. Please call Ms. Cyndi Karoly or Mr. Ian McMillan at 919-733-
