TIl' No. U-5603. The North Carolina Department of Transportation is requesting comments from the North. Carolina Wildlife Resources Commission regarding impacts to fish and wildlife resources resulting from the subject project. Staff biologists have reviewed the information provided. These preliminary comments are provided in accordance with the provisions of the state and federal Environmental Policy Acts (G.S. 113A-lthrough 113-10; 1 NCAC 25 and 42 U.S.C. 4332(2)(c), respectively), the Clean Water Act of 1977 (33 U.S.C. 466 et seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d), as applicable. The NCDOT proposes to improve NC 105 from US 321 (Blowing Rock Road) to NC 105 Bypass (SR 1107) for a project length of approximately 2 miles. NC 105 is a multi-lane facility, lined with businesses, in Boone, NC. Hodges Creek runs along the project roadway most of its length, flowing to the east, in the South Fork New River watershed. The western end of the project drains to an unnamed tributary to Laurel Fork, in the Watauga River watershed. Trout are expected to occur throughout the project area. Rare and listed fish and mussel species occur downstream in the South Fork New River and Watauga Riv.er, including Federal Species of Concern. A moratorium prohibiting in-stream work and land disturbance within the 25-foot trout buffer should apply from October 15 to April 15 to protect the egg and fiy stages of trout. Sediment and erosion control should adhere to the Design Standards in Sensitive Watersheds. In this highly developed setting, storm water management will be important to water quality. We recommend that NCDOT and local authorities use pervious materials to construct sidewalks and parking lots and use other low impact development techniques to maximize the management of storm water quantity and quality in the project area. Description of iishery and wildlife resources within the project area, including a listing of federally or state designated threatened, endangered, or special concern species. Potential borrow areas to be used for project construction should be included in the inventories. If applicable, include the linear feet of stream that will be channelized or relocated. Cover type maps showing wetland acreage impacted by the project. Wetland acreage should include all project-related areas that may undergo hydrologic change as a result of ditching, other drainage, or filling for project construction. Wetland identification may be accomplished through coordination with the U. S. Army Corps of Engineers (LJSACE). If the USACE is not consulted, the person delineating wetlands should be identified and criteria 1'isted. 4. Cover type maps showing acreage of upland wildlife habitat impacted by the proposed project. Potential borrow sites and waste areas should be included. 5. Show the extent to which the project will result in loss, degradation, or fragmentation of wildlife habitat (wetlands or uplands). 6. Include the mitigation plan for avoiding, minimizing or compensating for direct and indirect degradation in habitat quality as well as quantitative losses. Address the overall environmental effects of the project construction and quantify the contribution of this individual project to environmental degradation. 8. Provide a discussion of the probable impacts on natural resources, which will result from secondary development, facilitated by the improved road access. 9. If construction of this facility is to be coordinated with other state, municipal, or private development projects, a description of these projects should be included in the environmental document, and all project sponsors should,.be identified. If you have any questions regarding these comments, please corifact me at marla.chambers(c�ncwildlife.org or (704) 982-9181.- STIP U-5603 Proposed Improvements to NC 105 from US 321 (Blowing Rock Road) to fVC 105 Bypass Road (SR 1107) Boone, Watauga County DRAFT PURPOSE AND NEED Purpose of Proiect: • Alleviate existing congestion along NC 105 from US 321 to NC 105 Bypass Road • Improve travel conditions along NC 105 from US 321 to NC 105 Bypass Road • Improve access management along NC 105 from US 321 to NC 105 Bypass Road • Enhance bicycle and pedestrian accommodations along NC 105 from US 321 to NC_105 Bypass Road Need for Proiect: Traffic congestion and existing crash patterns indicate a need for increasing capacity and improving travel and safety enhancements along NC 105 from US 321 to the NC 105 Bypass Road. These needs are demonstrated by the following conditions: • Current and future (2040) traffic volumes on portions of NC 105 operate near or over the roadway's traffic carrying capacity (i.e., level of service [LOS] E). LOS E represents conditions at or near the roadway's capacity. o Capacity analysis is in progress • Lack of access management along NC 105 in the project study area reduces mobility and creates conflict points. • There were 425 reported crashes, including one fatality, along NC 105 from Faculty Street to NC 105 Bypass Road between February 2011 and January 2016, a distance of approximately two miles. The two main patterns of crashes along this corridor were driveway related and congestion related. The four-lane undivided cross section has a number of rear-end crashes, specifically vehicles getting hit in the rear while stopped in the through lane to make a left-turn into a driveway: This pattern is typical of congested conditions on roadways with little or no . control of access. Rear-end crashes are common in stop-and-go conditions. • The total crash rate along the five-lane section of IVC 105 (Dogwood Road to NC 105 Bypass Road) exceeds the Critical Crash Rate. The total crash rate along the four-lane section from Faculty Street to Dogwood Road does not exceed the Critical Crash Rate and while this undivided four-lane section performs a little better than the average of those sections, the crash rates are still very high along this section of NC 105. Local plans, such as the Boone 2030 Land Use Plan, Town of Boone Pedestrian and Bicycle Transportation Plan, High Country Bike Plan, and the 2013 Watauga County Comprehensive Transportation Plan, recommend pedestrian and bicycle improvements for the project area. The project corridor is predominantly a mix of commercial/retail development and student housing and is heavily used by transit riders and pedestrians, as well as automobiles and trucks. NC 105 provides access into Boone, specifically to students that live along NC 105 and attend Appalachian State University (ASU), located less than a half mile from the project. • Currently, there are pedestrian facilities along both sides of NC 105 from US 321 to High School Drive and a short section of sidewalk along the southbound lane between Poplar Grove Road and Ambling Way. The remainder of the NC 105 project corridor lacks sidewalks although there are worn walking trails adjacent to the road. There are no bicycle facilities along NC 105 within the project corridor. B-5829: Replace Bridge No. 5 on NC 105 over Watauga River. • Railroad Involvement: None Long Range Plan History The Watauga County Comprehensive Transportation Plan (CTP) was mutually adopted by the NCDOT on September 5, 2013 and published that same month. The CTP includes recommendations to improve NC 105 from the NC 105 Bypass Road (SR 1107) to US 221-US 421, stating that this route is currently over capacity and improvements are needed to relieve existing congestion and to accommodate projected traffic volumes. The CTP proposes improving this section of NC 105 to a boulevard by removing the center turn lane, providing a median and bicycle accommodations. The 1991 Boone Thoroughfare Plan recommended improving NC 105 to a five-lane cross section. The Boone 2030 Land Use Plan (2009) identified the NC 105 and US 321 intersection (northern termini) as one of the areas with the "worst" traffic congestion in Boone. Based on the CTP, from 2006 through 2008, fourteen intersections along this corridor (NC 105 Bypass Road to US 221-421) were identified as having ten or more crashes or had a severity index above the state's average. Bus stops exist along both sides of NC 105 in the project study area. According to the CTP, the fixed route bus service operated by AppaICART along NC 105 was identified as needing improvement. Page 2.of 3 Pedestrian facilities currently exist along both sides of NC 105 from US 321 (Blowing Rock Road) to High School Drive at which point the sidewalk continues westward along the northbound lane for another one-quarter mile. There is also a short section of sidewalk along the southbound lane between Poplar Grove Road and Ambling Way. The CTP identifies the existing pedestrian facilities along NC 105 from US 321 to High School Drive as needing improvement, with the remainder of NC 105 recommended for pedestrianfacilities. The Town of Boone Pedestrian and Bicycle Plan (2014) recommends existing sidewalk along NC 105 be widened to provide a shared use path in its longer-term network recommendations. The CTP identifies NC 105 bicycle accommodations as needing improvement. The High Country Regional Bike Plan recommends four-foot bike lanes along NC 105 in the project study area. The Town of Boone Pedestrian and Bicycle Plan (2014) recommends shared lane markings (sharrows) along NC 105 from US 321 to Poplar Hill Drive and bicycle lanes from Poplar Hill Drive to NC 105 Bypass Road in its short-term network recommendations. The longer-term improvements recommend a 10-foot multi-use trail from US 321 to Poplar Grove Road North in areas along the corridor with no sidewalk.
