PROJECT SUMMARY: The applicant proposes to construct a 2 (two) slip private docking facility adjacent to the AIWW, in Masonboro Sound. SEL Property Investors, LLC C/O David Logan Page 2 9. PROJECT DESCRIPTION: The project site is located at 5928 Nautical Isle Court, within the newly constructed Helmsport Subdivision in New Hanover County. The property is adjacent to the Atlantic Intracoastal Waterway (AIWW)/Masonboro Sound and is the location of the Aqua Vista Farms previously owned and operated by the Emmart family. The project site is bordered to the north by residential properties and UNCW's Center for Marine Science, and to the south by Masonboro Harbour Subdivision. To locate the property traveling south on College Road, take a left onto Mohican Trail and travel east approximately 1.3 miles. Turn right onto Masonboro Loop Road and travel south for approximately 0.8 miles until you reach the entrance of Helmsport Subdivision at Helmsport Avenue located on the left. Continue to travel east on Helmsport Avenue for approximately 0.3 miles and turn right on to Dockside Drive. Follow Dockside Drive for 0.18 miles until it terminates at Nautical Isle Court. Turn right and the property of interest will be immediately on the left hand side. The size of the property is approximately 23,958 sq.ft. with approximately 84 ft of shoreline. The elevation of the property averages approximately 14' above NWL (normal water level). There is no existing highground development, the lot is currently vacant. High ground vegetation consists of native grasses. Vegetation bordering the highground of the property consists primarily phragmites which transitions in to Coastal Wetlands consisting primarily of Smooth Cordgrass (Spartina alterniflora), Sea Lavender (Limonium sp.), Black Needlerush (Juncus roemarianus), Spike Grass (Distichlis spicata), Glasswort (Salicornia sp.), Bulrush (Scirpus sp.). The area of Coastal Wetlands is approximately 400' wide. The City of Wilmington and New Hanover County Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Resource Protection. In the project area, the waters of Masonboro Sound are classified as SA-ORW by the NC Division of Water Resources, and they are OPEN to the harvest of shellfish. These waters ARE designated as a Primary Nursery Area (PNA), by the Division of Marine Fisheries. PROPOSED PROJECT: The applicant proposes to construct a private docking facility adjacent to the AIWW, in Masonboro sound. The applicant proposes to construct a 6' wide by 560' long pier terminating in a 20' in length by 20' in width fixed platform. According to the applicant, this platform would be partially covered with roof cover dimensions of 10' in width by 20' in length. Two (2) boatlifts each measuring 13' in width by 13.5' in length would be installed, one on the northern, and one on the southern side of the partially covered platform. The proposed structures would provide docking space for up to two (2) vessels in water depths of approximately -1.5' at NLW. ANTICIPATED IMPACTS: The proposed pier would result in the shading of approximately 2010 sq. ft. of Coastal Wetland area. The proposed structures would extend approximately 580' from NHW towards the AIWW, spanning approximately 335' of Coastal Wetlands and approximately 245' over open water into the AIWW, which measures approximately 1000' in width across this section. The dock facility would not exceed the % width distance rule nor encroach into the 80' federal channel setback or the adjacent 15' riparian corridor setback. The docking facility would provide docking space for a total of two (2) vessels in water depths of approximately -1.5' at NLW.
