Introductions
A few adjustments have been made since the sets were uploaded, mainly to align cross
pipes better with the receiving channel
For this project we will be widening approximately 5.5 miles of existing I-85 to the inside
along with a redesign of the US 29/ NC 152 interchange
We have 2 major interchanges: NC 152/I-85 and US 29/NC 152 and 3 bridge
replacements: Daugherty Road, Pine Ridge Road, and Lentz Road
Urban discharge equations were used for all drainage design.
Biggest change from 4B

Matt Lauffer noted that all NCDOT projects are to meet MEP
Wherever possible we utilized existing outfalls, although we were required by the RFP to
replace any corrugated metal pipe within the right of way limits. In those situations we
tried to replace the pipes in the same locations as best we could
Hazardous Spill Basins with a Media Filter will be utilized within a half mile radius of
the Lake Fischer critical watershed area
There was a quick discussion regarding the I-3804 project. John Thomas mentioned there were
two possible alternatives and no big conflicts between I-3802B and I-3804.
Dave asked about the Hazardous Spill Basin and if they catch all the stormwater. HDR
responded that the basins were sized based on the BMP Toolbox for Hazardous Spill Basins. In
order to incorporate a media filter, a forebay was sized appropriately and the rest of the basin
became the media filter. In order to size the media filter based on the BMP Toolbox more right
of way would have to be acquired.
Dave asked what storm overtopped the HSB/Media filter. HDR responded that all stormwater
goes through the basin, but may bypass the media filter in the 1+ year event.

John mentioned if it is hand clearing then we will need to identify it as such. HDR said that they
will change it to hand clearing since we do not anticipate any kind of grubbing in the area of the
RSS since it will be constructed from the shoulder.

Jim Mason asked if there is opportunity at Site 6 to get any credit back towards the other impacts
in the project. John responded that they have done it in the past, but recently they have not been
doing on-site credits.
Marella asked about the roadway fill on the opposite side of the stream to see if it would be
possible for an on-site mitigation area. HDR stated that the current plan is to only remove the fill
from the culvert to the bridge as stated in the RFP. Carla said she would talk to Leilani and
NES about the possibility.
Marla asked if pavement west of the culvert would go away, HDR responded that the pavement
would go away and a turn-out would be put in with barriers.

agreement to remove the berm. Jim is going to check with location surveys to see if the JS line is
correct. Craig suggested to put a tail ditch from the pipe outlets to the creek with bank
stabilization.

Due to impact being at top of slope, we don’t expect clearing in wetland
John mentioned how the wetland goes up the hill. HDR said they would leave it just to make sure
it is covered. Dave asked John if mechanized clearing is considered a permanent impact, John
responded that it is not considered a permanent impact if a restoration plan is in place. The final
decision was to change to hand clearing since we do not expect any grubbing in that area.
Vickie asked about the stand alone wetland WAQ. John mentioned that this survey was done in
2005 and since nothing has really changed. The decision was made to go with what was
originally shown.

Jim Mason asked if there is opportunity at Site 6 to get any credit back towards the other impacts
in the project. John responded that they have done it in the past, but recently they have not been
doing on-site credits.
Marella asked about the roadway fill on the opposite side of the stream to see if it would be
possible for an on-site mitigation area. HDR stated that the c�rrent plan is to only remove the fill
from the culvert to the bridge as stated in the RFP. Ca��'a �said she would talk to Leilani and
NES about the possibility.
Marla asked if pavement west of the culvert woula�`�� away, HDI�'�esponded that the pavement

it is covered. Dave asked John if inechanized clearing is considered a permanent impact, John

Vickie asked about the stand alone wetland WAQ. John mentioned that this sur-vey was done in
2005 and since nothing has really changed. The decision was made to go with what was
