Biggest change from 4B o Required several trenchless excavations o Impacts were minimized for the bore pits (shown in green on plans) o I-3802B 4C Meeting September 22, 2016 Page 2  Located within the Yadkin River Basin Coldwater Creek Restraints o Topography Restraints o ROW Restraints o Matt Lauffer noted that all NCDOT projects are to meet MEP  Wherever possible we utilized existing outfalls, although we were required by the RFP to replace any corrugated metal pipe within the right of way limits. In those situations we tried to replace the pipes in the same locations as best we could  Hazardous Spill Basins with a Media Filter will be utilized within a half mile radius of the Lake Fischer critical watershed area There was a quick discussion regarding the I-3804 project. John Thomas mentioned there were two possible alternatives and no big conflicts between I-3802B and I-3804. Dave asked about the Hazardous Spill Basin and if they catch all the stormwater. HDR responded that the basins were sized based on the BMP Toolbox for Hazardous Spill Basins. In order to incorporate a media filter, a forebay was sized appropriately and the rest of the basin became the media filter. In order to size the media filter based on the BMP Toolbox more right of way would have to be acquired. Dave asked what storm overtopped the HSB/Media filter. HDR responded that all stormwater goes through the basin, but may bypass the media filter in the 1+ year event. PSH 12  Permit Site 1 - Jurisdictional stream – 495+50 LT Edit: Shifted 42” Pipe closer to existing to make angle better o NRTR Stream ID – SIA o NRTR does not show the inlet stream as jurisdictional, therefore no impacts were o taken Bank stabilization for outlet of Hazardous Spill Basin o Filling of existing scour hole with class ‘I’ rip rap o Rip Rap will be keyed in to maintain natural bed elevation No comments at this site PSH 13  Permit Site 2 - Jurisdictional stream – 513+00 LT/RT Edit: Permanent impact on inlet of 48” CSP has been extended due to earth berm o NRTR Stream ID – SIC o RT – Replace existing 60”x46” CMAP pipe with 48” CSP per RFP, adding earthen o berm I-3802B 4C Meeting September 22, 2016 Page 3 Addressing comment from 4B meeting, the concrete pad will be removed due to the 48” CSP construction LT – Scour hole and bank stabilization for ex. 48” RCP, embankment rip rap for o emergency spillway ditch, and outlet of Hazardous Spill Basin Marla asked about JB in median and if the proposed would still allow passage through the pipe. HDR mentioned that it would act exactly the same at the existing DI just have a slab lid on top to not allow any flow into the existing box but direct this flow to a new DI and provide treatment. PSH 14  Permit Site 3 - Jurisdictional stream – 521+00 LT/RT Edit: 48” trenchless pipe moved closer to ex. culvert o NRTR Stream ID - SIE/SBF o 48” trenchless to supplement 8’x8’ box culvert. The 48” is set at a higher elevation o and will act as relief in larger storms. It was placed on the left side to minimize impacts to the wetlands LT - Embankment rip rap for outlet of Hazardous Spill Basin and 4’ base ditch o RT - Embankment rip rap tying in to bank near culvert o The concrete ditch will be removed; class ‘I’ rip rap will be added to control the discharge velocity No comments at this site  Permit Site 4 - Wetlands – 521+75 to 533+35 RT NRTR Wetland ID – WAN o Utilizing 1.5:1 reinforced side slopes to minimize wetland impacts o As discussed in the 4B meeting, all work on the reinforced soil stabilization will be done from the top to avoid impacts to the wetlands Impact is due to Method 3 clearing (shown as mechanized clearing) John mentioned if it is hand clearing then we will need to identify it as such. HDR said that they will change it to hand clearing since we do not anticipate any kind of grubbing in the area of the RSS since it will be constructed from the shoulder. PSH 15  Permit Site 5 - Wetlands – 534+60 LT NRTR Wetland ID – WAH o Outlet of Hazardous Spill Basin and filling of scour hole with class ‘I’ rip rap o No comments at this site  Permit Site 6 – Jurisdictional Stream Edit: Showing chevrons for ditch that will be constructed and channel o reconstruction detail Removal of 12’ x 10’ Triple Barrel Culvert o I-3802B 4C Meeting September 22, 2016 Page 4 Culvert will be removed and existing fill will be graded to natural ground Jim Mason asked if there is opportunity at Site 6 to get any credit back towards the other impacts in the project. John responded that they have done it in the past, but recently they have not been doing on-site credits. Marella asked about the roadway fill on the opposite side of the stream to see if it would be possible for an on-site mitigation area. HDR stated that the current plan is to only remove the fill from the culvert to the bridge as stated in the RFP. Carla said she would talk to Leilani and NES about the possibility. Marla asked if pavement west of the culvert would go away, HDR responded that the pavement would go away and a turn-out would be put in with barriers. PSH 16  Permit Site 7 - Jurisdictional stream – 554+25 LT Edit: Moved 24” trenchless closer to ex. 42” and improved alignment of the outlet o NRTR Stream ID – SJ o Cleanout of Existing 24” RCP and 42” RCP o There is a berm that separates the JS from the pipe outlets Removal of concrete ditch and replacing with base ditch with class ‘I’ rip rap at o embankment In regards to the berm at the ex. 24” and 42” outlet, John said to add a note to the plan “pipe cleanout/outlet improvement” for the future when compliance checks are done. Everyone was in agreement to remove the berm. Jim is going to check with location surveys to see if the JS line is correct. Craig suggested to put a tail ditch from the pipe outlets to the creek with bank stabilization. PSH 17  Permit Site 8 - Wetlands – 561+55 RT NRTR Wetland ID – WAQ o Impact due to Method 3 clearing o Due to impact being at top of slope, we don’t expect clearing in wetland John mentioned how the wetland goes up the hill. HDR said they would leave it just to make sure it is covered. Dave asked John if mechanized clearing is considered a permanent impact, John responded that it is not considered a permanent impact if a restoration plan is in place. The final decision was to change to hand clearing since we do not expect any grubbing in that area. Vickie asked about the stand alone wetland WAQ. John mentioned that this survey was done in 2005 and since nothing has really changed. The decision was made to go with what was originally shown. HDR responded that it will be put in at the natural bed elevation and not just dumped in the stream. Jim asked if the scour hole rip rap will be considered bank stabilization. John responded that in this case it will be considered an impact but not a loss. John would like those sites denoted as bank stabilization in the impact sheets. Looking at the pictures, the outlet is currently slightly perched, the new culvert extension will be placed at the bed elevation to improve the outlet condition.  Permit Site 28 - Jurisdictional stream – 22+50 Y19RPC RT Edit: Drainage has been changed to discharge in JS at better angle o NRTR Stream ID – SKI o 120 ft. extension of 60” RCP o In the 4B set, a lateral ditch was shown to the north of the 60” extension. That is o now a pre-formed scour hole to avoid any additional impact from that drainage James explained the drainage has been changed recently to help with the bad angle of drainage into the JS, a JB now collects the water. Keith was asked if he had any input and he said remove the pipe. He directed HDR to not show the impacts in the permits and put a note that the impacts were in the previous project. John mentioned DOT does not like open pipes. HDR explained that by having open pipes, this will allow water to enter the pipe without needing an inlet.
