Sullins, Director Division of Water Quality June 4, 2008 DWQ EXP # 08-0652v2 Mecklenburg County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Harris Development Group Attn: Mr. Matt Browder 1600 Camden Road Charlotte, NC 28203 Subject Property: Hadley Subdivision REQUEST FOR MORE INFORMATION On April 21, 2008, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to place fill within or otherwise impact 490 linear feet of intermittent stream and 0.246 acres of wetlands for the purpose of constructing the "Proposed Residential Development Sweden Road and South Blvd" in Mecklenburg County. In order to meet Condition 7 of the 401 Certification for this project, a stormwater management plan was submitted to the Express Review Program of the DWQ on June 2, 2008 by Frank J. McMahan of LandDesign, Charlotte. The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project and prevent denial of your application as required by 15A NCAC 2H.0506: Additional Information Requested 1. All Wet Ponds: a. Please resize the wet ponds using the appropriate Surface Area to Drainage (S/A) ratio corresponding to the average pond depth determined by dividing the permanent pool surface area into the permanent pool volume. b. Please revise the drawdown calculations using the appropriate driving head. c. Please label as many contours of the BMP as possible. d. Please revise the section views of the BMPs using 1" : 20' scale so that all components appear dimensionally correct. For example, the littoral shelves are less than 10' on a 1" : 10' scale, side slopes appear steeper than they should appear. 2. Wet Pond 2: - a. Please re-grade the contours and/or create a diversion structure to direct stormwater from the southern and western portions of the BMP into the forebay. Stormwater from these areas appears to bypass the forebay. b. The left corner of the riprap apron at the end of the BPM outlet pipe appears to be in the footprint of the stream bed and bank. Please reconfigure your outlet protection device to avoid unauthorized stream impacts. 3. Wet Pond 3: a. Please extend the baffle to the temporary pool elevation or higher. 401 Oversight / Express Review Permitting Unit 1650 Mail Service Center, Raleigh, North Carolina 27699-1650 2321 Crabtree Boulevard, Suite 250, Raleigh, North Carolina 27604 Phone: 919-733-17861 FAX 919-733-6893 / lntemet: httD://h2o.enr.state.nc.us/ncwetlands one N Carolina Nawrally An Equal Opportunity/Affirmative Action Employer- 50% Recycledl10% Post Consumer Paper Hadley Subdivision Page 2 of 2 June 4, 2008 Please respond within five (5) days of the date of this letter by sending two (2) copies of the above information in writing.
