EXPRESS REVIEW ACCEPTANCE LETTER

On June 2, 2008, the 401 Oversight/Express Permitting Unit of the Division of Water Quality received a request
from Mr. Brandon McLamb of Stewart-Proctor PLLC, regarding a project known as "Bailey's Landing Phase 3"
in Chatham County for acceptance into the Express Review Program. This letter advises you that your project
will be accepted into the Express Review Program once the following items are received:.
1) The application fee of $4,000.00 [for 401 Water Quality Certification with major in pacts ($2,000) +
Riparian Buffer Authorization ($2,000)], made payable to the North Carolina Division of Water Quality];
2) One (1) copy of the completed PCN Addendum available at
(http•//h2o enr.state.nc.us/ncwetlands/documents/MicrosoftWord-
PCN Addendum 10 01 06 OOO.pdf);
3) Five (5) complete and collated copies of the PCN Application and supporting documentation - see PCN
Addendum (instead of providing 5 copies of the full size plans you may provide two copies of the full size
plans along with three copies of the 11 X 17);
4) Stormwater Management Plan (for areas not subject to other state-approved stormwater management
programs):
a. Entire site development plans delineating all drainage areas;
b. Impervious surface area calculations for overall project site as well as for each drainage area;
c. If overall impervious surface area exceeds 24%, then a stormwater management plan is needed for
the entire site. However, if the overall built-upon area is less than 24%, but one or more drainage
areas exceed 24% imperviousness, then stormwater management is needed for the drainage area(s)
in question. Please design stormwater BMP(s) in accordance with the most recent version of the NC
_ Water Quality's Stormwater Best Management Practices Manual to remove at least 85%TSS (and
30%TN if applicable), and provide three (3) copies [one (1) original and two (2) copies] of all
supporting stormwater management information including the following:
i. Design calculation sheets for all proposed BMP(s) sized for both on-site and off.-site
drainage;
ii. BMP supplements for each proposed BMP and Required Items Check List (available at
http://h2o.enr.state.ne.us/su/bmp forms.htm) along with all required items (this includes
a notarized Inspection & Maintenance Agreement for each stormwater management
facility);
iii. Detailed construction drawing sheets shall include Erosion and Sediment Control plans, and
Installation and Planting schedules for the proposed BMP(s);
