Buffalo Creek Jerry, After speaking with several people in my office regarding our field visit this morning, I am comfortable with DOT removing the crossing in phases. I’ve summarized our discussions below:  Barrier wall wrapped in fabric or sheet piling will be used to build coffer dams on the upstream and downstream side of the crossing for removal of approximately 3 of the temporary crossing pipes. Flow will be allowed to continue through the remaining 5 pipes of the crossing.  A turbidity curtain will be installed downstream.  Water in the work area will be pumped out and into a settling basin or silt bag prior to discharging back to stream.  The crossing material will be excavated within the cofferdam area down to the matting under the pipes, and the far bank will be contoured and stabilized (rip rap above the ordinary high water mark is allowable).  Once stabilized the stream flow will gradually be turned back into the newly opened portion of the channel.  Then, the cofferdams will be moved to the opposite side of the stream, the area dewatered, and the remaining 5 pipes of the crossing removed similar to the first phase.  The banks will be contoured and stabilized and the stream will gradually be returned to the stream channel. DWR and the Corps of Engineers shall be notified at least 48 hours prior to beginning the crossing removal. If during removal, turbidity issues occur or sediment is lost to the stream, work must be ceased and DWR contacted.
