I understand that NCDOT has several permit sites to modify in the coming months, and that some were covered by permit plans and released for construction (section B) in the original permit. Other areas of proposed work were either proposed conceptually as part of section C, or may extend outside of the area covered by either the B or C sections. After speaking with Monte Matthews about the path forward we offer the following: For permit sites covered by permit plans and released for construction under section B: submit all of these modification requests to permitted sites together as one request. These will be reviewed in the same manner as other similar modification requests for U-2525B. Whether this request is placed on Public Notice or not will depend on the type and magnitude of proposed additional impacts. For permit sites proposed conceptually as part of section C or extending outside of the original section B or C permitted project: Organize a Merger 4C meeting for these sites to complete the process toward final design. Note that, in addition to the typical information regarding impacts to waters of the US, you will need to provide us the information necessary to complete our requirements under section 7 of the ESA and section 106 of the NHPA for sites extending outside of the original section B or C permitted project. Once the 4C meeting is held and any plan revisions resulting from the meeting are complete, submit these sites together as a separate modification request. These modification requests/new sites will be placed on Public Notice; please ensure that NCDOT's internal timelines reflect the additional time required for these processes. Hopefully this gives you the path forward in terms of the Corps' expectations. Thank you as always for your early coordination efforts.
