On Saturday, 15 October, the USACE Division Commander, General Turner, approved the emergency declaration for dredging of Wanchese Harbor (1st attachment ). This provides the authority needed to fully implement the State-Corps Emergency Dredging MOA (2nd attachment). So, first thing Monday morning, Emily Hughes will contact you to continue the effort to obtain the approvals as described in the State/Corps MOA for emergency dredging operations (2nd attachment). The third attachment includes the details regarding proposed dredging and disposal at Wanchese Harbor. The bottom line is we propose to undertake the dredging with a small government-owned hopper dredge with placement of material in open water within an existing federal channel near Oregon Inlet -in water depths that will not impede navigation at that location. Attached images show pre-storm conditions and post-storm shoaling due to Hurricane Matthew. Work to remove approximately 18,000 CYs of material will be performed by a Government owned hopper dredge, and emergency dredging will be performed to a depth of -12 feet mlw in the identified area. Dredged material will be disposed of in the Federal Channel adjacent to the north end of Bonner Bridge where water depths are currently -22 feet MLW. Details of the disposal area are currently being finalized. Work is expected to take 15 days to complete. The procedures outlined in the 1986 Memorandum of Agreement between the North Carolina Division of Coastal Management and the U.S. Army Corps of Engineers, Wilmington District are being followed to obtain all necessary clearances for the emergency action to take place. State Water Quality Cert #3905 authorizes emergency maintenance dredging (attached). We will continue coordination with agencies first thing Monday morning.
