The Uzzle site is located in Johnston County south of US70 near Meta Drive.


The site contains approximately 5,900 linear feet of channel including Little Poplar Creek and two unnamed

tributaries.

The watershed is primarily rural with some light industrial and residential land use. Due to the proximity of

Clayton and Smithfield the development pressure in the watershed is expected to increase.

The proposed project will occupy a single parcel, EBX-Neuse has an easement option agreement with the owner.


The channels are impacted by livestock and stormwater runoff. In addition a swine CAFO operation is present

and utilizing the adjacent pasture for land application of waste.

RES proposes to restore and enhance the channels and protect them in a conservation easement.


Restoration measures are primarily located at the upstream end of the site and will include:

Backfilling the old existing channel and constructing a stable appropriately sized channel.

RES is proposing a 1:1 restoration ratio, and flexible enhancement ratios from 1.5-5:1 based on the level of

uplift. Final proposed credit ratios and reach limits will be proposed in the design phase.

RES proposes utilizing the draft non-standard buffer width guidance based on the protection of the riparian

buffers beyond the 50-foot minimum on most reaches.

No wetland mitigation is currently proposed for the Stone Creek site, although riparian wetlands are present and

may be enhanced by the stream mitigation activities and livestock exclusion. A final determination on wetland
credit generation will occur in the design phase.

RES has submitted a letter to the IRT requesting a modification to the Neu-Con UMBI to include the Uzzle site for

public notice. The letter includes maps, description of existing conditions, description of the proposed work,
and conceptual plan.

Both USACE and DWR staff agreed the Uzzle site provides for significant uplift to aquatic resources and is suitable for
compensatory mitigation. An alternative approach discussed was a 2.5:1 ratio for livestock exclusion, understory
planting, and minimal bank stabilization. This approach would minimize construction intervention and reduce
monitoring effort. The final project approach and credit generation will be determined in the design phase with IRT
coordination. Regulatory concerns included offsite stormwater inputs from the adjacent auto salvage yard, optimizing
uplift with minimal intervention, minimizing construction impacts to jurisdictional wetlands, documenting instability and
functional improvements in stream reaches, and avoiding impacts to mature hardwoods.
