Dear Ms. Steenhuis,
We received your letter dated 3 September 2004 that recommends further minimization
of proposed wetland impacts at the above referenced property. Through much discussion with
the owner and engineer, we have further modified the development plan to minimize wetland
impacts. Although suffering a significant financial setback, the owner has agreed to eliminate
lots 27 and 50. These lots will be recombined with adjacent lots 28 and 51. Also, the proposed
wetland impacts along the road right-of way at lots 49, 50, 59, and 60 were discussed. These
proposed impacts are based on the estimated construction limits needed to install the subdivision
roads, utilities, and sidewalks. It was determined that additional constraints could be placed on
the movement of heavy equipment and grading in these areas, which would eliminate the need to
impact these portions of the isolated wetland.
As requested, a sketch is enclosed showing the house footprints for lots where wetland
impacts are proposed. This sketch illustrates the limit of wetland impacts needed to
accommodate the house, driveway, and a modest buffer around the perimeter of the home to
safe-keep small children, protect the foundation, and allow for maintenance of the residence.
Wetland impacts that were previously proposed on the rear of lots 23 and 24 have been reduced.
Enclosed you will also find both pages of the Stormwater/ Erosion Control Plan. The
second page of the plan showing the detention pond was inadvertently separated during collation
of our last submittal to DWQ, and I apologize for any confusion this may have caused.

We trust that the elimination of two more lots in this development plan and the additional
modifications sufficiently demonstrate our efforts to avoid and minimize wetland impacts. The
calculation of impacts to jurisdictional wetlands has been reduced from 0.42 acre to 0.17 acre,
and isolated wetland impacts have been reduced from 0.49 acre to 0.15 acre. The new total for
all wetland impacts is now 0.32 acre (reduced from 0.91 acre). We sincerely hope that we have
addressed all of your concerns and adequately modified the site plans. We look forward to
receiving an approved water quality certification from your office in the very near future, as this
project is already behind schedule. If you have any questions or need additional information,
