Box 400 Lillington, NC 27546 Dear Ms. Newcomb: WATER QUALITY SECTION SUBJECT: PROJECT ON HOLD FOR ADDITIONAL INFORMATION Huntington Park at Williamsburg Plantation DWQ Project # 04 1020 Onslow County This Office has reviewed your 401 application and the additional information dated August 17, 2004 for Huntington Park. The proposal still included areas where most of the lot had to be filled in order to be buildable. The Division of Water Quality considers these to be avoidable impacts to wetlands. Therefore, unless modifications of the proposal are made, we will recommend moving towards denial of the 401 Water Quality Certification as required in 15A NCAC 2H .0507. Specifically, we strongly recommend that you minimize your wetland impacts by eliminating the lots with large wetland impacts (lots # 23, 26, 27 and lot # 50). On lots # 22, 24, 25, 28 and 59, please provide building footprints on the plans that show why these wetlands cannot be avoided. Finally, please explain the wetland impacts outside the road Right- of-way on lots 59 & 60 and between lots 49 & 50. If the project is modified to address the elimination of these lots being filled, DWQ will have no objection to the project. In addition, I called you and asked to please include how the project would address the Stormwater issue due to the project being in a 303(d) or nutrient sensitive waters (NSW) watershed. The additional information that was sent did not include this information. I have attached a portion of the General Certification conditions that addresses this issue. Please modify your Stormwater plans to comply with this condition and copy us with a written description of the plan. N N. C.
