Brian and Nikki, I haven't reviewed the application yet, but if the project involves replacing a bridge with a 4-sided culvert then we would typically require compensatory mitigation of stream impacts at a 2:1 ratio. If it's proposed as a bottomless culvert with natural channel bottom but "low-flow shaping" bench construction, we would typically require compensatory mitigation of stream impacts at 1:1. We typically won't require compensatory mitigation for bank stabilization if the rip rap is only on the banks. Hope this helps! -Dave Bailey --- David E. Nikki, Based on the application, it appears that there will be 105 lf of impact for the culvert and an additional 58 lf for bank stabilization and flood plain bench construction with total permanent impacts equaling 163 lf. DWR will require mitigation for the 163 lf at 1:1. Because it appears that DMS is supplying mitigation for 105 lf at 2:1 for the Corps, this should be plenty of mitigation. I just wanted you to be aware before I issue the 401. I've copied David on this to verify that 2:1 mitigation will be required for the stream impacts. If not, we'll need a new letter from DMS detailing acceptance of mitigation for 163 lf of impact. Thanks and let me know if you have any questions. 1 Brian L.
