Thanks Brian. I will assume this means we need only to mitigate for wetland impacts unless David says otherwise.
Cripple Creek has limited wetland credits that we can use and more credits will come online in October according to Tiffany Bylow at
Cripple Creek. Depending on your findings with NCWAM and set mitigation ratios, we might have enough credits from the Cripple
Creek bank.

Hope you both had a nice 4th of July.
I touched based with the PM on the Horsepen Creek Widening Project and Horsepen Creek will not be a NCDOT maintained road as
the City has decided to take over maintenance. Since this is the case, we should not treat this as a NCDOT project. Can you both
comment on how to proceed with the stream and wetland impacts and mitigation?
We have 91 feet of permanent impact on two streams (50 and 41 LF at an intermittent and perennial) and 0117 acres of wetlands.
Does this preclude us from stream mitigation then?
I will have full impact sets for you both tomorrow via email (and for the TBD site visit) and have a final word on which day is best for
our biologists to meet you at the project.

I have our impacts for Horsepen Creek Widening buttoned up. We will need to pursue wetland mitigation only as we have 018 acres
of wetlands that need compensatory mitigation.
We will have 91 LF of permanent stream impacts and 69 LF of temporary stream impacts which is below the permit threshold. We
already have a buffer determination (Jordan buffers) from Amy Euliss in 2012 for the streams.
I have NCWAM forms from 2012 (yes we were doing these then!) that report low and medium bottomland hardwood forested riparian
wetlands along Horsepen Creek.
I would like to speak with you further about the wetland mitigation ratios required for this project. I can send information over to you
via email (impact plans, NCWAM, past correspondence) or if you would like to request a site visit please let me know. I need to be in
contact with the banks fairly soon to lock in the wetland credits needed since this project is going to bid in October. Cripple Creek
bank looks to have some available on RIBITS.
Below are some snapshots that can help you see the wetland impact locations. Please let me know a good time both of you would like

Thanks to both of you for responding yesterday. I went ahead and produced a drawing so you can visualize the area and respond by
email or phone.
The enclosed drawing shows the dual proposed bridges over Horsepen Creek. The waterline is currently on the southside (north arrow
down) and we would like to move it to the north since the road ROW area is too narrow on the north side to allow the installation of
the waterline outside the road ROW. We are proposing to relocate the waterline during the removal of the 4 barrel box culvert to the
north side of the road. The waterline needs to stay out of the bridge footprint and is located just north of the bridge footprint (15-20
feet) within the original footprint of the culvert.
This should be an acceptable engineering process as far as temporary impacts since equipment will be in the stream already pulling
out the culvert. They will need to dig down the necessary depth to place the waterline and from what I recall that is at least 5 feet.
This installation will not affect any wetlands; wetlands A, B and C will be avoided.
Please let me know if you have any concerns with this waterline installation method.

regulators as far as I can te1L The project schedule was pushed back and now the project is projected to go to construction in early
2016.

I am reviewing wetlands and streams on the proposed Horse Pen Creek Road widening job (from Garden Parkway to I-74
interchange) in NW Greensboro. It is a 3.4 mile widening proj ect that will replace a culvert with a bridge at Horse Pen Creek and will
add roadway features that include additional travel lanes for vehicles, bicycles and pedestrians. Wetland/stream delineation has been
completed, and we are in the process of writing an NRTR for our client, the City of Greensboro. This project will be fully funded by
the City and is anticipated to go to construction in 2014.
I am looking to schedule a stream and buffer call visit soon with your field office. Who should I coordinate with at DWQ? Please let
