We did not address the issue within the 1st 2 weeks as stated in your email. I thought there were further discussions on this in the field, however I wanted to summarize. Due to the time of year, winter, and site conditions, extremely wet and high water in the area, we elected to hold off until better conditions allowed for this work to be completed. I thought this was discussed with the agencies but I do not have any documentation on this discussion and I apologize if this violates your directive to us. This work was completed a few weeks ago and I apologize for not following up. I have attached a picture of the location for reference. The water is high due to recent rainfall last week, but I believe we have brought the grade up at the inlet in a manner that would satisfy your concerns. Please let me know if you would like for anything additional to be done in this area and let me know if you have any questions. Note that sediment loss cleanup efforts on I-5110 and R-2413B were confirmed, and that Mitigation Sites 1 (lower) and 2 (upper and lower) were installed according to permitted plans and appeared stable. Regarding the latter, some concerns were raised about stream flow running behind boulders at several cross vein structures, and that stream flow was weak on site 2 (upper); these issues will be revisited as monitoring continues for success/stability. R-2413B site 1 involves 2 box culverts installed in jurisdictional areas. Both culvert structures were installed according to the plans, appear stable, and are in compliance. The southern-most culvert was conveying the main stream flow very well and had filled in nicely with native bed material. The northern-most culvert was also completed successfully, with the exception of an area of excavated wetlands at the inlet where only mechanized clearing was permitted. Presumably the excavation was necessary to install the culvert. However, in order for this site to be fully in compliance with the USACE permit this impact must be returned to original wetland grade and contour and stabilized. As such, please submit a proposal to restore these temporary wetland impacts. Although details such as re-creation of a small channel to direct wetland through-flow and the use of rock as a base layer below appropriate soils may be allowable depending on the plan specifics, the plan must include closely matching adjacent un-impacted wetland grade and contour, use of native wetland- or top-soil, seeding with native wetland seed mix, and stabilization with matting. 2 Please submit your temporary impact restoration plan for this area within 2 weeks of the date of this email, including time frame for completion.
