Ed,
I would echo David's comments. It seems that the changes in the development around the airport along with the LOS
data should be the focus in the need statement not the master plan. In addition, I don't recall many projects where the
LOS has been compared for crash/closure scenarios versus normal roadway operation scenarios to demonstrate need.
Are there other traffic metrics available to demonstrate the need for the project?

Thanks Ed. I read through the information you sent and have the following comments:
The big question from the Corps' view point is, "what has changed since the Ballinger Road extension was installed that
would require an additional access?" My impression from reading your information is that what has changed is
additional development and more employees commuting on PTIA's east side. This type of information is relevant and
lends directly to the project need.
Traffic LOS data is likewise helpful and provides useful information for evaluating alternatives that don't require a
permit.
Relying on the PTIA Master Plan, on the other hand, is less useful as the Master Plan focuses much of its forecasted
growth on the west side of PTIA. The Corps generally would not accept a purpose and need based on a linkage showing
up on a Master Plan. Furthermore, referencing the PTIA Master Plan is not necessary given the other data provided.

I wanted to send this draft purpose and need statement for your review. Please provide comments and questions. I am
working on the avoidance and minimization draft that I will be forwarding for your review and comments as well. That

will probably be sometime next week before it is ready to come to you (don't break your neck trying to get it back to me
in the next few days).
I would like to note that Table 2 has a Legend included with the 8 intersections identified by number, and that the
LOS/Delay spreadsheet has 8 scenarios identified by number. I will clear that up with my final revisions.
I am in the office and available for the most if you need to speak with over the course of the next week.
