I did not permit this originally, but did modify it a few times. Its typically during JDs that DWR and the Corps assign mitigation ratios for streams and wetlands. It is my understanding, that DWR can only go as high as 1:1 (see attached rule for isolated wetlands) but lobbies the Corps for higher ratios for wetlands other than isolated. The Corps has no jurisdiction over isolated wetlands because there is no nexus to surface waters. You may want to call the Dave Bailey with the Corps, he has a good handle on the project and may be able to find documentation as to why the Corps and DWR agreed to 1:1. Hope this helps.
