David,
DOT wants to armor the stream above the OHWM to reduce erosion on the stream
bank. Interested in trying to make a OHWM based on these photos? I told them where I think it
is (at base of the vertical bank just left of isolated grass clump in 1st photo) but deferred to your
call. Alternatively, if you're comfortable with my call, I can let them know it's ok to proceed.
