I met onsite earlier today at Price Farm Road in Rockingham County to assess the sediment loss that occurred due to the
heavy rains this area recently received. The sediment loss was in connection with DOT Project R-2413 C and was not in a
permitted site. The loss apparently occurred because the inlet pipe and slope drain pipes that emptied into a basin
became overwhelmed and obstructed during the rain event which resulted in untreated stormwater going around the
basin, entering a crossline pipe and eventually reaching a stream. Likely due to the amount and rapid flow of
stormwater, it appeared that most of the visible sediment deposited outside of the stream along the riparian areas of
the stream after the stormwaters receded (see attached pictures). I augered several areas where sediment had
deposited and it appeared to be heavier in the sparsely vegetated areas (two to three inches) and lighter in the more
vegetated areas (one inch or less). I estimated the total area of impact to be about 2000 to 3000 square feet of which
about 500 to 700 square feet was in three sparsely vegetated areas. I instructed the contractor to remove the sediment
from the three sparsely vegetated areas utilizing the sediment removal guidelines that they have received in the past. I
felt that because the vegetated areas had less sediment and more vegetation, it was better to not risk damaging the
area further by destroying the vegetation during sediment removal. I tried to consult with you before giving them the
go ahead but I could did not get an answer on your phone and it would not take a message. But just so you know, I feel
