Dear Mr. Crutchfield:
DWQ staff have reviewed the Draft Study Plan for Aquatic Life Monitoring based on your May 19, 2008
letter (Draft Rev .0 (5/15/08) and the continuous DO monitoring program as described in your May 20,
2008 letter. We also have taken into account our discussions yesterday during the meeting to brief us
on these plans.
Draft Study Plan for Aquatic Life Monitoring
This plan is acceptable to the Division in terms of meeting condition number 7 of the 401 Water
Quality Certification (Certification Number 2206) issued on February 11, 2008 with the following
correction. Page 4 of the proposal lists seven "bullets" for pollution tolerance value calculations.
Please make the following change to bullet number 3 which should read "If there is no TV for
the genus level, the species will not be included in the calculation." Also bullet number four
should be deleted in its entirety.
2. Draft Continuous DO monitoring Program
The proposed plan for the Tillery monitoring is acceptable to DWQ. The proposed plan for
Blewett Falls monitoring will need to have an additional station for continuous DO monitoring
since the two proposed stations (BFCM1 And BFCM1A) are very close together and close to the
dam which does not provide a station to depict downstream mixing of the water. We concur that
station BFCM2 shows unusual behavior so suggest that either BFCM2A or BFCM3 be used in
conjunction with the two proposed monitoring stations (BFCM1 And BFCM1A). DWQ staff
prefers the use of station BFCM2A since it is closer to the dam.
