Dear Mr. Gottlieb:
On April 24, 2008, the Division of Water Quality (DWQ) received your application dated April 8, 2008,
with additional information received on April 28, 2008, to fill or otherwise impact 0.8 acres of open water
(pond) and 0.00 square feet of Zone 1 Neuse River basin protected riparian buffers and 0.00 square feet of
Zone 2 Neuse River basin protected riparian buffers to construct the proposed museum expansion project
at the site. The DWQ has determined that your application was incomplete and/or provided inaccurate
information as discussed below. The DWQ will require additional information in order to process your
application to impact protected wetlands and/or streams on the subject property. Therefore, unless we
receive five copies of the additional information requested below, we will place this project on hold as
incomplete until we receive this additional information. If we do not receive the requested information,
your project will be formally returned as incomplete. Please provide the following information so that we
may continue to review your project.
Additional Information Requested:
Per the requirements of GC 3705, this project must comply with Stormwater Management Plan
(SMP) Requirements for Applicants Other Than the North Carolina Department of
Transportation, which requires that all stormwater from this site be treated to a minimum
_Undard of 85 percent TSS removal and 30 percent TN removal. (For more information, see:_

T.pdf.) The following items need to be addressed in order to bring the currently proposed SMP
up to state standards:
a. Not all stormwater from the site is being directed to a Best Management Practice (BMP).
Please provide BMPs to treat the stormwater from the following areas: the parking lot
adjacent to Blue Ridge Road, the dissipater pad just west of the "E," and all roadway
drainage systems within the property. For any BMPs that are proposed, please provide a
completed BMP Supplement Form, with all the required items. (See
http://h2o.enr.state.nc.us/su/bmp forms.htm.)

b. Please bring the currently proposed wet detention basin up to current NC BMP Manual
standards. Every inlet to the wet detention basin must be equipped with a properly
designed forebay and the basin must have a vegetated shelf at a slope of 10:1 with a
planting plan.
c. Please bring the currently proposed grassed swale up to current NC BMP Manual
standards for pollutant removal swales. The maximum permissible velocity within the
grassed swales for the 10-year storm is one foot per second.
d. Please completely fill out the Required Items Checklists so that they indicate the page
numbers and plan sheets where information may be found.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn
and you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
