The outfall of the pipe is in a narrow area between the roadway fill slope and the existing bank for the UT running parallel to the roadway. The level spreader design does not meet the design criteria for slopes and filter strips. The filter strip needs to be 6% to 8% and the existing bank downstream of the outfall is approximately 50%. We analyzed the use of a wet detention basin but the existing ground available for a pond is located east of the outfall and the existing grade is rising above the outfall pipe elevation. The pond would have to be at least 10 feet deep to meet the surface area and storage volume requirements and due to the depth, outfall in Zone 1 of the buffer. We also still have the issue of converting the outfall from that basin to sheet flow with a level spreader in the limited area. We looked at revising the piped drainage structure but there is nothing we can do to adjust the outfalls higher due to existing water, sewer and gas mains under Homaday Road. The storm drainage system would outfall below grade if we tried to revise the system to outfall at a number of locations instead of the one that we have (number 37). We also need a temporary sediment trap in the limited space to prevent sediment from entering the stream during construction and this will need to be installed prior to beginning work. We also looked at Tables 4-1, BMP Ability for Stormwater Quality Control and 4-2, Possible Siting Constraints for BMPs and found that the Bioretention, Stormwater Wetlands, Sand Filters and Infiltration Devices would provide the required 85% TSS Removal Efficiency but would not work with this site due to the size of the drainage area and the space requirements. We are recommending a concrete and rip rap lined ditch from the outfall to the UT as shown on the plans. 2. A copy of the EEP Invoice and Receipt has been provided showing the amounts invoiced and paid for the impacts. The invoice lists the Buffers and Streams so I assume that the credit has been issued. The plan sheets show the pipe alignment and there are notes on the design plans for the contractor indicating how it is to be constructed. The pipe will be installed by open cut into the existing ground except the ends that tie to the stream. Once the pipe is installed and backfilled, the tie to the stream ends will be made. The pipe burial will be in accordance with City of Greensboro and NCDOT standards. 4. There will be temporary impacts to the buffer and wetland areas for sediment and erosion control measures. These measures include temporary sediment traps that will be removed when the project is completed and the area returned to its previous condition. Portions of seven (7) temporary sediment traps will be temporarily located within buffer zones 1 and 2 for a total area of 8,690 sf. Approximately 725 sf of wetlands will be temporarily impacted by one temporary sediment trap. The area where the trap is located is very tight and near the embankment of an existing quarry pond so the sediment trap could not be relocated to avoid these impacts. No additional stream and buffer areas will be disturbed by pipe installation or other means. I have attached a copy of the plans that show the buffers, wetlands and streams along with the roadway and drainage improvements. These plans are not the construction plans as these plans show more information and do not show the buffer and wetland boundaries. Construction plans are typically busy with details for the contractor and including the buffer and wetland information would be confusing. State reasons why this plan for the proposed activity cannot be practically accomplished, reduced or reconfigured to better minimize or eliminate disturbance to the riparian buffers: The roadway alignment has been adjusted to minimize impacts to the riparian buffer. A retaining wall has been added to limit buffer impacts to the UT of Long Branch. Any additional adjustments of the alignment to the north would impact a trucking company which has underground storage tanks located on the property. A design exception has been issued to lower the design speed and alignment radius to allow the road to pass between the trucking company and a quarry pond to the west. 3. Description of any best management practices to be used to control impacts associated with the proposed activity (i.e., control of runoff from impervious surfaces to provide diffuse flow, re-planting vegetation or enhancement of existing vegetation, etc. Silt fence, temporary sediment traps and other erosion control measures will be implemented. Due to site restrictions and the relatively longitudinal nature of this roadway widening proiect a variance will be required due to the inability to meet diffused flow of storm waters in the buffer area. Standard BMPs will not function properly at a storm drainage outfall pipe in the buffer of the UT to Long Branch. A concrete/rip rap ditch will be constructed at the outfall of the storm drainage pipe. The areas between the sidewalk and slopes stake limits will be replanted with vegetation. 4. Please provide an explanation of the following: (1) The practical difficulties or hardships that would result from the strict application of this Rule. As stated in #2, alignment shifts have been used. Extensive impacts to Wilson Trucking Company and the relocation of a Duke Power Transmission line that has been relocated as part of the urban loop project. This would increase the overall construction and project costs. Also the lonqitudinal nature of this project and the limited surrounding areas to provide BMPs that would properly function. (2) How these difficulties or hardships result from conditions that are unique to the property involved. The roadway alignment is constrained by existing business property and quarry pond which limits the horizontal adjustments. (3) If economic hardship is the major consideration, then include a specific explanation of the economic hardships and the proportion of the hardship to the entire value of the project. Shiftina the alianment north of existina Hornadav Road and avoiding the buffers of the quarry pond would take an existing trucking company. The disruption to the business would require the entire trucking company property to be purchased for riaht of wav. An increase in the bridae lenath would be also cause an increase in construction costs to the project.
