Environmental Consultants TO: Mr. Ian McMillan Division of Water Quality 1650 Mail Service Center Raleigh, NC 27699 May 23, 2008 RE: Modification to the 401 Water Quality Certification Application NC Center for Automotive Research; Northampton County, NC DWQ Project # 07-1579 Dear Ian_ P Lg MAY 2 S 2008 DENR • WATER GUAUTY WETLANDS AND STORMWATER BRANCH We submitted a 401 Water Quality Certification Application in September of 2007 on behalf of the North Carolina Center for Automotive Research (NCCAR) for the construction of a facility devoted to automotive research and development. The original project proposed to impact 3.28 acres of wetlands (2.81 acres of 404 wetlands and 0.47 acre of isolated wetlands) and 140 linear feet of stream. Since this submittal, the project engineer determined that the entrance road will need to be relocated slightly. In addition, temporary dikes are now proposed. These modifications will increase proposed permanent impacts to 404 wetlands to 2.94 acres and will require 0.076 acre of temporary 404 wetland impact. Permanent stream impacts will decrease from 140 LF to 130 LF. Temporary impacts to 84 LF of stream are also needed. The increase in permanent wetland impacts is needed to raise the grade of the road to meet the 100-year flood requirements for the two culvert locations. The temporary wetland and stream impacts are needed in order to install temporary dikes at each culvert location so that the construction area can be dewatered. The seepage into the construction area will be pumped into silt bags for filtering. Construction is being phased so that access to the site can be maintained. The revised IP application form and maps are enclosed for your review. Please contact me if you have any questions. Thank you for your assistance with this project.
