Sullins, Director Division of Water Quality May 21, 2008 MEMORANDUM To: Ian McMillan 401 Permitting Unit From: Sue Homewood W SRO Re: 401 Permit Application for Eastern Middle School, Yadkin County The WSRO has received and reviewed the application for impacts to a 265 linear feet of isolated stream for project 06-0678. The WSRO conducted a site visited on March 12, 2008 to review a stream identified on the site by the USACE as an isolated channel. At the time of the site visit, construction had begun on the project prior to permit applications and the stream banks had been cleared, however no fill had occurred in the channel. All work on the project was halted during the permitting process. The stream channel was determined to be an intermittent stream at the time of the site visit. The WSRO has reviewed the application submitted on April 11, 2008, as well as the Stormwater Management Plan submitted on April 22, 2008 (with minor modifications submitted May 14, 2008). The application is complete and the Stormwater Management Plan has been designed in accordance with the DWQ BMP manual and 401 Permitting requirements. A 30-day Public Notice was issued in the local newspaper on April 20, 2008 and documentation provided to the Division indicates that the Yadkin County Board of Education has paid for this public notice as required in the Isolated Wetlands Regulations. The WSRO is unaware of any comments submitted to the Division regarding this project.
