PROJECT SUMMARY: The applicant is proposing to construct a 150' bulkhead requiring the fill of federal wetlands. Hiram Mayo Page 02 9. Narrative Description: The subject property is 412 Lilliput Drive in New Bern, Craven County. The project site is found by traveling west on Hwy. 70 towards New Bern and taking a left on Williams Road. At the "T" intersection, turn left on Madam Moores Lane. Once you cross the Brices Creek Bridge, take a left on Perry Town Loop Road. Take the first right on to Lilliput Drive and the property is located on the left hand side of Lilliput Drive. The subject property is one parcel totaling .96 acres bordering Brice Creek and averages 10' in elevation above NAIL. There is currently a private residence on the lot with a dock. The high ground consists of yard grasses and ornamental shrubbery transitioning to ACOE Section 404 Wetlands above the NWL. The property has 121' of shoreline. The waterbody is approximately 220' across at this location. The Division of Water Quality classifies this area as SC-NSW waters. This area is not a Primary Nursery Area. Brice Creek is closed to the taking of shellfish and no visible shellfish were observed. The Craven County Land Use Plan dated 1996 classifies this area Community on the highground and Conservation within the AEC's. 10. Project Description: The applicant is proposing to construct a bulkhead at the NWL on the south side of the parcel tapering landward of the NWL as the bulkhead continues to the northern side of the property for a total of 128 feet. The applicant is then proposing to construct a wing wall on the northern property line for a distance of 22' for a total of 150' of bulkhead. The 150' of bulkhead will fill 2,153 square feet of ACOE Section 404 Wetlands. The deadmen and tiebacks will extend approximately 12' from the bulkhead and will disturb approximately 480 square feet of highground. 11. Anticipated Impacts: A total of 2,153 square feet of ACOE Section 404 Wetlands will be filled, for which the applicant has provided mitigation through the EEP. There will be an additional 480 square feet of high ground disturbed for the installation of deadman and tiebacks. There should be no increase in turbidity while constructing the bulkhead. No coastal marsh would be filled or excavated during this project and no fill is proposed below the Normal Water Level. Please note that this decision does not assure that the payment will be approved by the permit issuing agencies as mitigation for project impacts. It is the responsibility of the applicant to contact these agencies to determine if payment to the NCEEP will be approved. This acceptance is valid for six months from the date of this letter and is not transferable. If we have not received a copy of the issued 404 Permit/401 Certifkation/CAMA permit within this time frame, this acceptance will expire. It is the applicant's responsibility to send copies of the permits to NCEEP. Once NCEEP receives a copy of the permit(s) an invoice will be issued based on the required mitigation in that permit and payment must be made prior to conducting the authorized work. We propose to construct a 115'ft bulkhead through wetland. All documents included with application. Project Overview 11 We are proposing to construct a shoreline stabilization structure, a 150'ft bulkhead, on property in the area of the lower Neuse River, also known as Brice's Creek. The only structure proposed is the shoreline stabilization structure, no other structure or modifications to any existing structures is proposed. The structure will aid in this property's current level of erosion. Both riparian owner's currently have shoreline stabilization in place, which may lead to erosion of this property. (Figure 1.1) The property, which is located at 412 Lilliput Dr, New Bern, located on Brice's Creek, is owned by Mr. Hiram Mayo Sr. (Figure 1. 1) The structure will be 150'ft long through wetlands. The US Army Corps. Of Engineers has been on site and a survey has been complete. 2,633 sq. ft or 0.5 acres of wetland will need to be disturbed and filled. The site currently has an existing dock 152'ft and covered boat lift 12' ft wide 24' ft long.(Figure 1.1) This project will not include any new buildings. Entire project consist of 36,555 sq. ft. When the structure is complete, we will be filling the structure and wetlands 29633 sq. ft with top soil from a source other than the property. The placing of sod will then be part of landscaping. The property currently has an existing utility and sewer lines with the county of Craven. No new utility installation or storm water control devices will be needed for this project. We will not be doing any dredge work on this site, so no spoil disposal site will be created. 2. Purpose and Need for Proposed Project We, as well as the owner, believe the property is necessary for the retention of the level of erosion. The level of erosion at this time is not at a dangerous level at this time, but for future references, considering the circumstances of the property being adjacent to riparian bulkheads in place each side. Without a shoreline stabilization structure in place on this current Foley & Foley Contractors, Inc. Environmental Assessment Report 2/08 project, Mr. Mayo's property may be jeopardy to erosion. 3. Alternative Analysis f_ The owner's property consist of land which in the future may lead to e _Jmild or serious erosion. The owner's concerns are for the welfare of his property and investment. With the level of erosion which may come, the shoreline stabilization structure in place will uphold the land, but we have come to conclude other alternatives to this project: • Maintain the status quo (I.e., 'do nothing') Install shoreline stabilizer (Bulkhead) The project consist of a one floor residential dwelling, dock with covered boat lift, water & sewer service with Craven County, our first alternative would be to do nothing. Our second alternative would be to install the bulkhead as proposed. Again, this would aid significantly to the owner's property as protection from future erosion. 4. Existing Environmental Characteristics of Project Area A one floor, residential home with existing dock and covered boat house are currently on site. Property is located in residential neighborhood with homes to both sides of project area. The site consist of open property, few Cyprus trees, 2,633 sq. ft of non-habitat wetland, on waterfront property. The site also has existing dock and covered boat lift installed by our company. Topography Based in the coastal plains region of North Carolina, this property's features include open area with few Cyprus trees, landform is uplands, slopes consist of 0-12 percentile, elevation is 20-100ft in Craven county. Soils Soils in the area consist of Silt loam, or subsoil texture of silty clay loam with a depth of 10 inches to clay. 7. Land Use Current use of the land is used for residential dwelling on the waterfront, the area is non-zoned, residentially surrounded on both sides and across street. Private land use is the classification of this property. Fully developed with street and drain systems. 8. Wetlands The proposed site does contain wetlands. The wetlands have been flagged by the USACE and are considered non-habitat wetlands. No wildlife is present on site. These wetlands will be filled to complete job of the bulkhead. The wetlands measure 2,153 sq. ft. 9. Prime or Unique Agricultural Lands This project area is not considered prime or agricultural lands. 10. Public Lands and Scenic, Recreational, and State Natural Areas This property is located with Township 7, the closest recreational site would be Lawson Creek park approximately 10 miles. Public access to Brice's Creek by boat ramp located at Merchants grocery, approximately 3 miles to the southwest. 11. Areas of Archaeological or Historic Value No archaeological value to this property or the surrounding property's. They are all single family homes, with streets and drain systems. Noise Levels The project being constructed will not raise or permanently raise noise levels above what the current noise level's are. 14. Water Resources ( Surface Water and Groundwater) At this proposed site, no surface waters or groundwater are present. Craven county provides water to the dwelling through pipes in place. 15. Forest Resources The only forest trees at or near the site are Cyprus. 16. Shellfish or Fish and their Habitats The proposed site has no shellfish or fish habitats on site. No beds, productive or spawning areas present. 17. Wildlife and Natural Vegetation The property and neighboring properties have single family homes and their development is approximately 14 years old. The home sites have lawns and shrubs. Predicted Environmental Effects of Projects The impact is small and involves a bulkhead with back fill and has been surveyed and visited by CAMA and USACE. Project site involves 2,153 sq. ft of wetland and a EEP permit has been applied for. 1. Topography The property will not be altered only to the fact of the installed bulkhead, which will elevate the property to the level of the existing yard and next door properties. 2. Soils Approximately 2,633 sq. ft. of fill will be added and will be contaminate free & clean of all debris. The fill will also be delivered to the project site. (Figure 2.2) 3. Land Use No local zoning will be changed and the use of property will same as existing. It will serve as a private property and single family home. 4. Wetlands There will be direct impacts on the wetlands. Again, 2,633 sq. ft. of wetlands will be filled with clean and debris free backfill delivered to site. Also a EEP permit has been applied for. 5. Prime or Unique Agricultural Lands This is a single family residence and has been landscaped for years. There is no agricultural land to be impacted. Air Quality Ambient air will not be affected by this project. Construction of this bulkhead will take 7 days at the most. Soils will be of clean quality and free of debris. 3. Land Use The property is currently in a residential neighborhood with existing water supply, sewer, and a residential dwelling. The project will decrease future erosion on the property. In the process, emissions will not be created nor increased. All storm water runoff will be controlled by silt fencing and other methods necessary during work time frame. 4. Wetlands Wetlands will be fill on this property with clean, debris free dirt. No emissions will be increased from the filling of this wetland. No wildlife will be displaced during this project.
