Pursuant to your recent telephone conversation with Mr. Jeff Richter of my
Environmental Resources Section, enclosed please find seven copies of a Preconstruction
Notification (PCN) requesting written approval for the US Army Corps of Engineers' (Corps)
use of General Certification (GC) 3703 for discharges associated with our routine maintenance
dredging program of Oregon Inlet, Dare County, North Carolina. Also enclosed please find a
check in the amount of $2,000, the required fee for express permit processing of a PCN.
The proposed work will be performed by either a hydraulic pipeline dredge, with disposal
on the beach of the Pea Island National Wildlife Refuge (PINWR), or by hopper dredge, with
disposal in the established nearshore disposal area just offshore of the PINWR beach- The Corps
is responsible for maintaining safe navigation in a number of federally authorized channels. Our
maintenance dredging work is conducted in compliance with all conditions of applicable state
and federal authorizations, including the appropriate Water Quality GC. At this time, we have
not received all necessary authorizations. However, we are in communication with the
appropriate contacts at the agencies and have been assured that the authorizations will be issued
and conditions associated with the issued authorizations will be similar, if not identical, to past
authorizations. We will request these agencies email you verifying their assurances.
