RE: Ninth Street North Phase 2 Redevelopment Project

Dear Mr. Miller:
This letter is in reference to the request for more information in a letter dated 18 April 2008,
regarding the proposed Ninth Street North Phase 2 Redevelopment Project permit renewal, Durham
County, North Carolina (NC). We offer the following information to address the questions raised in
your letter.
The segment of stream proposed for culverting measures approximately 40 feet and is
extremely degraded; having concrete sides and a broken asphalt and debris lined bottom. It originates
at an underground culvert containing the stream and passes off site through an underground culvert.
The stream is located in an urban landscape in downtown Durham and lacks a natural buffer. The only
vegetation left onsite is a narrow strip of shrubs and trees adjacent to the existing ditched stream.
The proposed project will replace the existing ditch with a 40 foot culvert, linking two existing
culverts on opposite ends of the ditch. With regard to questions 1, 2 and 5, the proposed culvert will
be completely enclosed and there will be no open channels left on site, and the water will continue off
site in a closed culvert system. The culvert will match the grade of the culverts it is linking; the top of
the culvert will match the surrounding ground elevation and as such be flush with the ground on site.
We are working for Haden Stanziale on this project; we had originally been contracted by
Coulter Jewell and Thames as they were the lead on the project. Haden Stanziale took over the project
as such we are now working with them to maintain their compliance with stream and wetlands
regulations. The stormwater management plan for this project has not yet been forwarded to our
Endangered Species Surveys 9 Environmental Assessments • Land Management 9 Wetlands Mapping and Permitting
office. I have requested that Haden Stanziale forward this information to me as soon as possible.

I hope this letter clarifies your concerns regarding the proposed culvert construction at the 9th
