Subject Property: Hadley Subdivision (Formerly "Proposed Residential Development Sweden Road
and South Blvd")
On April 21, 2008, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to
place fill within or otherwise impact 490 linear feet of intermittent stream and 0.246 acres of wetlands for
the purpose of constructing the "Proposed Residential Development Sweden Road and South Blvd" in
Mecklenburg County. In order to meet Condition 7 of the 401 Certification for this project, the 401
Oversight/Express Permitting Unit of the Division of Water Quality received a request from Mr. Frank J.
McMahan of LandDesign, Charlotte regarding a project known as "Hadley" for acceptance into the
Express Review Program. This letter advises you that your project will be accepted into the Express
Review Program once the following items are received:
a. The application fee of $1,500.00 made payable to the North Carolina Division of Water
Quality [stormwater management plan with three (3) drainage areas];
b. Three (3) complete and collated copies of the Express Review Stormwater Management Plan

c. Three (3) copies of all supporting stormwater management information pertaining to this
project including
i. Design calculation sheets for all proposed BMP(s) sized for both on-site and off-
site drainage;
ii. BMP supplements for each proposed BMP and Required Items Check List
(available at http:Hh2o.enr.state.nc.us/su/bmp forms.htm) along with all
required items;
iii. A signed and notarized Operation & Maintenance Agreement for each
stormwater management structure;
d. Three copies of full size plans (with detailed construction information) shall include the
following:
i. Entire site development plans with existing and proposed contours and
delineated drainage areas;
ii. Erosion and sediment control plans;
iii. Plan views and cross sectional details of all BMPs and associated structures
with elevations
iv. Construction sequence and Planting schedule for the proposed BMPs;
