PROJECT SUMMARY: Applicant proposes to build a boat ramp with associated wooden groins, a launch pier, and a paved access road. Cypress Corner Section 4 Charis Properties Beaufort County Project Setting The project area is located off SR1123 Clay Bottom School Rd, adjacent to Sydney Creek, near the town of Chocowinity, in Beaufort County North Carolina. Sydney Creek is a tributary of Chocowinity Bay, which flows into the Pamlico River. Charis Properties has developed a +52.046 acre tract into a residential housing development referred to as Cypress Comers. As proposed, Cypress Corners will consist of 85 lots for single-family homes. The project site is a ±100'X f 30' common area set aside between lots 15 and 19 and will be for the exclusive use of the residents of Cypress Corner. The project site is accessed via an existing unimproved roadway that traverses the slope down to Sydney Creek. The roadway continues along the toe of the hill and off of the project site. Vegetation at the project site consists of small shrubs wax myrtles, bays, etc. and herbaceous ground cover. The project site is bordered to the West by phase 1, section 3 of the same subdivision. A mixed wooded wetland consisting mostly of Bald Cypress trees and Black Gum trees borders the project site to the east. Additional development activities including road construction and building of single-family homes are currently taking place at various locations throughout the Cypress Comers Subdivision. These activities are outside of any CAMA AEC but will require the appropriate permits and approvals from other state and federal agencies. The waters of Sydney Creek are not classified by the North Carolina Environmental Management Commission. Existing permits on the project site include Sedimentation and Erosion Control #BEAUF-2008-002 and Stormwater Permit #SW7071210. Project description The applicant proposes to build a boat ramp with a paved access road and a launch pier on Sydney Creek. The boat ramp will be ±47'(± 15.5'below NWL) long by ± 12'wide and will be formed and poured upland and pushed into place after curing. Two ±29'wooden groins are proposed to frame the boat ramp. As proposed, only ± 13'of the wooden groins will be located below the NWL. A ± 12ft.wide by f 587ftlong paved road will be constructed to access the boat ramp and launch pier. The proposed launch pier will be ±36.86 X ±5.34'of which ±15.5'will extend into Sydney Creek. The width of Sydney Creek at the project site is ±63'. Anticipated impacts The construction of the boat ramp and wooden groins will result in the filling of ±212ft2 of creek bottom and ±360ft2 of impervious service within the Coastal Shorelines AEC. Construction of the launch pier will result in shading ±84ft2 of Sydney Creek. The access road will impact 17,044 ft 2 of uplands. The project as proposed will result in localized turbidity as a result of the construction activities. Upland development activities will result in ±30%increase in impervious surface area for the entire tract. The subdivision was originally designed to have waste water disposal provided by the Town of Chocownity. The owners have made a choice to use individual septic systems on this project because of issues involving the ability to permit and provide waste water disposal service to the property at a price that is agreeable to the owners. The services of a professional soil scientist are being used to evaluate and locate suitable areas to serve as septic systems for the development of this property. Please use this letter as an addendum to the narrative included with the application for the CAMA Major permits used to apply for the construction of a boat ramp on this property. The property is bounded by NCSR 1123 to the South, Cypress Corner, Section 2 to the East and Agricultural Properties to the North and West. The North side of the property is also bordered by Sydney Creek and an unnamed tributary thereof. The completed project will consist of 85 lots, two ponds, a boat ramp and pier. The boat ramp facilities will be installed to allow access to Sydney Creek and Chocowinity Bay for recreational boats. The boat ramp will be private and open to use by the home owners of the subdivision only. The proposed boat ramp will extend beyond the South bank approximately 16' below normal water level and the pier will extend no more that 15.5' beyond the bank. A 6" wood groin is also proposed on each side of the boat ramp. The proposed length of the groins will be approx. 29' each. The site will consist of approximately 4,575 linear feet of streets that will be deeded as public. Water and sewer service will be public, provided by the Township of Chocowinity. The site is zoned R-1 and will consist of 85 lots ranging in size from 10,000-74,000 sf. This site is recorded in Deed Book 1586, Page 271, in the Beaufort County Registry and a portion of this property is associated with PIN # 12002979. In accordance with item F. under part 6 of DCM MP-1 all adjacent water front (riparian) landowners will receive a copy of this permit application for review via certified mail. The landowners will have 30 days to submit comments to the Division of Coastal Management concerning the proposed project.
