We have made all necessary revisions which are addressed in the following enclosed documents: • Five copies of plan sheets D1.5 & D1.6 last revised May 7, 2008 • Five copies of an explanatory letter from the soil scientist that performed the investigation, Steve Melin, LSS • One copies of a Request for More Information, dated May 1, 2008 & addressed to Mr. Bill Nellis The Response to Comments below details how each of the two (2) comments in the Request for More Information has been addressed (the original Request for More Information May 1, 2008 has been enclosed for reference). Response to Comments: 1: See attached letter from soil scientist, Steve Melin, LSS. Mr. Melin believes that the infiltration capacity at all five infiltration basin locations is sufficient at the design rate of 0.52 inches per hour. 2. The details on sheets D1.5 & D1.6 have been revised to show the cut slopes upslope of the infiltration basins at a 3:1 maximum slope. Please note, the revised sheets were numbered D1.1 & D1.2 on the set previously submitted. In order to meet the requirements of General Certification 3705, a stormwater management plan, dated March 4, 2008 was received by the DWQ on March 5, 2008. The DWQ has determined that your stormwater management plan was incomplete as discussed below. Additional Information Requested: The soils report states that "the presence of rock and high concentrations of subsurface stoniness was identified. The presence of highly concentrated rock limits the placement of trenches and adversely affects the movement of water in the subsoil." This statement leads the DWQ to believe that this site may not be appropriate for infiltration trenches. Also, it appears that the soil borings in the vicinity of some of the proposed infiltration basin number were only able to be advanced to less than 36 inches below the surface, which could indicate the presence of subsurface rock. Please ask your soil scientist to make a conclusive statement about whether he believes infiltration is possible at all five of the proposed infiltration basin locations. 2. If the information requested in Item 1 can be provided, then the cut slopes upslope of the infiltration basins may not exceed 3:1. The DWQ will require the above additional information to finalize review of the stormwater management plan for the subject property. The soil materials within the area consist of very deep, well drained, Edneyville soils. Of the ten auger borings locations, six were able to be advanced to depths greater than 7 to 8 feet (84 - 96 inches) in saprolite with no restrictions. Saprolite is the name for biogeochemical weathered rock (somewhat similar to soil). It is mostly soft, friable and commonly retains the structure of the parent rock since it is not transported, but formed in place. The saprolite encountered at the site was coarse grained, and friable to very friable. Field measured hydraulic conductivity tests indicate the saprolite material has a very rapid permeability (in most cases, saprolite at the site have a more rapid permeability than the actual soil material). When auger refusal did occur was due to non-contiguous fragmented rock. It was estimated though auger borings and probing that approximately 10-15% of the subsoil (at most 25% (conservatively)) consisted of rock material. An additional safety factor (which is the measured Ksat discounted 25%) was utili7ed in the report to address any potential influence of rock, although the hydraulic conductivity measurements should have factored this in the readings.
