Dear Mr. McMillan:
This letter is in reference to our recent telephone conversation and the request for more
information in a letter dated 25 April 2008, regarding the permit application for wetland impacts at the
Savannah's Garden subdivision in Carthage, Moore County, North Carolina. I've enclosed 5 copies of
full-sized plans in addition to the information that follows.
As requested in questions 1, 4, 6 and 7 of your letter, the enclosed plans depict stormwater
infrastructure, the existing Phase I lot layout and the proposed lot layout design for future construction,
and the lot setbacks and building envelopes for lots with wetlands. I have included a 17x22-inch sheet
(scale: 1 inch = 163 feet) for reference and a split drawing on 2 large sheets at the requested scale (1
inch = 50 feet).
Regarding questions 2, 3 and 5, ple area calculations (enclosed).

The revised calculations list the total impej -- :he impervious area is
expected to be under 24% (as outlined in G ;re not addressed.
A geotechnical report of the subsuri )mless culvert location will be
prepared and submitted, as requested by qu .......,., Fluject designers at Neal Smith
Engineering, Inc. (NSE) and relayed several points from the discussion I had with you about
bottomless culverts. After conferring with the owners, NSE staff indicated that a bridge at this location
would be cost prohibitive and a bottomless culvert is the preferred crossing option. As such, NSE will
coordinate the preparation of the required geotechnical report. A copy of the report will be submitted
to DWQ upon completion.

Regarding question 9, fill on lots 12, 13 and 42 cannot be avoided. Note that we submitted an
after-the-fact permit application to address these impacts, as they have already occurred. Dr. J.H.
Carter III & Associates, Inc. also submitted the Wetland and Stream Restoration for Savannah's
Garden Subdivision, Carthage, Moore County, North Carolina, dated 28 March 2008. Both the
restoration plan and the after-the-fact permit application were prepared and submitted at the request of
the regulatory agencies to bring this project into compliance with wetland regulations.
Regarding questions 10 and 11, there will be no impacts to wetlands (jurisdictional or isolated)
in future phases. As described in the permit application and depicted on the enclosed plans, wetland
impacts will be avoided in future phases and any future utility crossings will use either directional
boring or an aerial crossing on pilings.

with Mr. Ken Averitte at your DWQ Fayetteville Regional Office regarding this project, as he has been
