On August 21, 2003, we received notification of your intent (dated August 19, 2003) to issue Nationwide
Permit 23 to the US Coast Guard in order to reconfigure and extend their existing pier and dock at the
Wrightsville Beach Coast Guard Station. On March 28, 2003 the Division of Water Quality issued General
Certification Number 3403 for this Nationwide Permit. This Certification requires written notification to DWQ for
the project. Your letter of August 19, 2003 constitutes that written notification. As long as the conditions of
General Certification 3403 are followed (copy included), then DWQ has no objection to this project.
