All, Today I met up with Murry Phillips and Dean Hatfield of Louis Berger Group to look at sites at the Wendell Falls project where the new tie-in to US 64 is with. This meeting was due to DOT having comments to some of the sites and it was agreed that I would review these sites for compliance and inspection. One issue Division 5 had with several sites was whether the orange fencing and sediment & erosion controls were in the precise spot that they were permitted for. -Dean says they will have surveyors come out ASAP to document this and get a clearer idea that they are in the right place. They will send the results to both us and DOT.- This will also be done to belay any concerns about encroachment to DOT's mitigation sites for US 64. Other issues: Site 1 (Bridge over Marks Creek): A temporary workbridge was installed that had not been permitted. I told them that I appreciated they bringing this to my attention straight-forward. _I told them to immediately submit a minor permit modification to the 401 Unit to account for any temporary impacts due to the bridge, and that a possible certification condition may include a required site visit at project completion to prove that the impacts are temporary._ For the rest of the site, everything looked relatively fine. A sediment basin was moved further from the nearby wetlands than what is on the drawings, but that's obviously a good thing. Site 4: DOT expressed concern about two cross vanes being removed from a permitted stream impact from their US 64 project. One of them was where the new fill slope is for the new ramp, so it cannot be replaced. Dean and Murray said however they will replace the second one (near the pipe inlet) to help slow water to prevent problems later on. Also, they will remove some riprap stone that was placed in the thalweg near the pipe inlet to keep flow going smoothly. _On the other side of the ramp, they will submit a permit mod (on same one as temp bridge discussed above) to stabilize the inlet of a pipe to prevent headcutting. _ DOT expressed concern that pipe was buried a bit too much, so the stabilization will be done to try to keep any expected headcutting to a minimum. Site 5 & 6: These looked overall good to me. Additional seeding will be done to help stabilize slopes even further. Again, re-surveying will be done to confirm appropriate location for fencing. There are other permit sites obviously, but these were the ones DOT had expressed concern about. They were also the main ones dealing with DOT's right-of-way, so I concentrated my time there.
