RE: Vandercroft Farms Subdivision, Harnett County; DWQ# 08-0556
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the subject
application for impacts to wildlife and fishery resources. A site visit was conducted on April 4, 2008. Our
comments are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat.
401, as amended; 16 U.S.C. 661 et. seq.), and Sections 401 and 404 of the Clean Water Act (as amended).
New Century Homes, LLC is proposing to install a road crossing, permanently impacting 0.322 acres of
the 19 acres of wetlands onsite. Impacts will result from the fill and associated culvert to access upland
portions of the 308 lot subdivision.
While we do not object to this project as proposed, we would like to stress the importance of correctly
installation of the road crossings. As stated within NWP 29 and GC 3705, culverts should be installed so
as not to "alter the original stream profile and allow for aquatic life movement during low flows." The
proposed 48" culvert needs to be installed to a minimum depth of 9.6 inches, 20% of the diameter, and
any rip rap that is installed should not inhibit the movement of aquatic life.
