TENNYSON Secretary Subject: Bridge 371 in Randolph County, SR 2182 over Penwood Branch Dear Mr. Williams: Please let this serve as written justification as to why a culvert was chosen to replace the subject deteriorated bridge. The location of the existing y-line (Ridgewood Circle) is too close to the existing bridge to allow for the minimum length of a guardrail anchor unit to protect the parapet wall of a new bridge. Ridgewood Circle practically ties to the I-line (SR 2182) at the existing bridge. It is not in the best interest of the traveling public to have an inadequately protected concrete obstruction in the clear zone of the roadway. For your information, the guardrail anchor unit would need to be a minimum of 50 feet to meet design standards. A proposed bridge would need to be approximately 90 feet in length to satisfy construction and hydraulic design standards. Thank you for your time and consideration in dealing with this matter. Please let me know if you need additional information. Sincerely, T.F.
