White Street Wake Forest, NC 27587 Subject Property: Richland Ridge Road Extension Ut to Middle Creek [030403, 27-43-15-(1), C, NSW] REQUEST FOR MORE INFORMATION Dear Sir or Madam: On March 26, 2008, the Division of Water Quality (DWQ) received your application dated March 24, 2008, to fill or otherwise impact 146 linear feet of perennial stream, and 8,465 square feet of Zone 1 Neuse River basin protected riparian buffers and 4,484 square feet of Zone 2 Neuse River basin protected riparian buffers to construct a residential development at the site. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will place this project on hold as incomplete until we receive this additional information. If we do not receive the requested information, your project will be formally returned as incomplete. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. It appears that your proposed stream crossing is at 60°. Please reconfigure this crossing to be between 75° and 105° or show or bridge this crossing. If this cannot be done, the buffer impacts will require mitigation. 2. Please eliminate the stub road portion of West Holding Avenue that intersects Richland Ridge Road from your proposed plans. s 3. Because the Town of Wake Forest has not attended the BMP Certification Class, the DWQ is no longer their accepting stormwater approvals as meeting the stormwater requirements of the 401 Certification Program. For drainage area number 1, please show the entire drainage area on a plan sheet with all the existing and proposed impervious surfaces (both on and off-site). If the proposed percent impervious on this drainage area exceeds 24 percent, then a BMP that meets the requirements laid out in Item 1(b) below will have to be provided. b. For drainage area number 2, please provide a BMP that removes a minimum of 85 percent of TSS and 30 percent of TN. For this BMP, please provide a completed BMP Supplement Form, with all the required items. The BMP Supplement Forms are available at the following web site: htt-o://h2o.enr.state.nc.us/su/bmp forms.htm. 4. Please indicate all stream impacts including all fill slopes, dissipaters, and bank stabilization on the site plan. Please submit this information within 30 calendar days of the date of this letter. If we do not receive this requested information within 30 calendar days of the date of this letter, your project will be withdrawn and you will need to reapply with a new application and a new fee. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
