In reference to your letter dated March 28, 2008 requesting additional information for the CAMA major permit submittal of the outfall diffuser for the City of Jacksonville's water system. Additional Information Requested: 1) The DWQ is concerned that all wetlands have not been identified throughout the project corridors and building sites. It is our understanding that your consultants and the Corps of Engineers are working on this. The DWQ needs to review this project as a single and complete project and will need the wetlands identified. Please submit the locations of any wetlands within the proposed project area and account any proposed impacts. Please respond within three weeks of the date of this letter that you have submitted the application to DCM.. Please reference the DWQ Project # of 2008 0368 in all future correspondence. If we do not hear from you within three weeks, we will assume that you no longer want to pursue this project and we will consider the project as withdrawn. Enclosed you will find an overall project site map indicating the wetlands within the project boundaries and the location where the wetland is temporarily Venture IV B u i l d i n g impacted. In the one location where the wetland is temporarily impacted, design drawings have been included to indicate how the impact is being addressed. 1730 Varsity Drive Raleigh, NC 2 7 6 0 6 The surveyed wetlands delineations and corresponding wetlands forms will be submitted to the Corps of Engineers for the appropriate processing once the final maps have been completed. The survey has been completed and is digitally represented in our drawings however, some time is required to confirm that the 9 1 9.2 3 3.8 0 9 1 survey maps have all wetlands flags represented accordingly with the paperwork. The original CAMA major permit submittal was required for the outfall diffuser located in the New River, an Area of Environmental Concern (AEC). In addition to the outfall diffuser is additional infrastructure to include a water treatment plant, wells, and pipelines. You will see from the overall project map that this project has diligently made attempts to avoid potential wetlands impacts by utilizing the latest methods of horizontal directional drilling and by making decisions on pipeline alignments to avoid the delineated wetlands. Infrastructure containing above ground structures like well houses and the water treatment plant were positioned or moved to areas where no wetlands are present. The area with a temporary impact is in a maintained utility easement so the impact is relative with the design intent being that the area is returned to preconstruction condition. This project is a critical improvement to the City of Jacksonville's current water supply system and these improvements are required for the City of Jacksonville to be in compliance with the Central Coastal Plain Capacity Use Area Rules (CCPCUAR). This project provides the City with a new groundwater source to meet the CCPCUA rules and as a result of this new source of groundwater a new water treatment plant, pipelines, and diffuser are required to address water quality degradation of the new source. This project will provide the City of Jacksonville with an adequate water supply well into the future and allow it to meet a steadily growing population.
