PROJECT SUMMARY: The applicant proposes to construct a 68-foot bulkhead with return wall and 20-feet long by 10-feet wide dock. Les Weaver Field Investigation Report Page 2 Project Setting The proposed development site is an undeveloped 6,328 square foot (0.15 acres) lot located at 39214 Pompano Drive in the Hatteras Colony Subdivision, Avon, Dare County, and is adjacent to a manmade canal that is contiguous with the Pamlico Sound. The lot has an average ground elevation of 4-feet above Normal Water Level. The property is located within a VE Flood Zone according to FEMA's Flood Insurance Rate Map. The project site has approximately 75 linear feet of estuarine shoreline adjacent to a manmade canal that is contiguous with the Pamlico Sound. Existing along the most northern section of shoreline is a 7-feet long bulkhead with a 15-feet return wall constructed by the adjacent riparian property owner. The remaining 68- feet of shoreline has a visible erosion escarpment ranging from 0.5 feet to 1-feet above Normal Water Level. An approximately 2-feet wide wetland fringe of Juncus roemerianus borders the escarpment along the shoreline. Other high ground vegetation on the site consists of Red Cedar, Wax Myrtle, Live Oak, Spartina Patens, and some domestic lawn grasses. The project site is bordered to the north by a developed residential lot consisting of asingle-family dwelling, with a shoreline bulkhead and a dock. The adjacent property to the south is an undeveloped residential lot with similar vegetation and no shoreline stabilization. The project site is bordered to the east by Pompano Drive and to the west, the manmade canal. The water bottom along the project site is gently sloping and consists of fine sand, silt, and mud. The average depth 20-feet waterward of Normal water Level is approximately -2 feet. The width of the canal at the project site is approximately 117 feet. Submerged aquatic vegetation and oyster beds were not observed near the project site. The Division of Environmental Management's water quality classification for the Pamlico Sound is SA and is closed to shellfish taking. There are no known archeological sites or geologic formations associated with the project site. Development Proposal The applicant proposes to construct 68 linear feet of wood bulkhead with a 30-foot return wall along the property border to the south. The bulkhead is proposed to control erosion and provide storm protection where none exist. The applicant's proposed bulkhead alignment will be a minimum of 3-feet waterward and a maximum of 12-feet waterward of Normal Water Level in order to tie into the adjacent bulkhead along the northern property boundary. The proposed bulkhead will be an average distance of 7.5 feet waterward of Normal Water Level. Fill material for bulkhead construction will be obtained from and off- siteupland source. The applicant also proposes a 30-feet return wall along the southern property boundary. Also proposed is the construction of a 20-feet long by 10-feet wide dock waterward of the proposed bulkhead. The proposed dock will be located approximately 29-feet from the adjacent riparian property owners on either side. The proposed dock will not extend beyond the established length or exceed the'/a width rule. Les Weaver Field Investigation Report Page 3 Anticipated Impacts As proposed, approximately 510 square feet of Estuarine and Public Trust Waters Areas of Environmental Concern will be filled by the proposed bulkhead alignment. Approximately 18.8 cubic yards of fill wil! be placed below Normal Water Level. Approximately 150 square feet of Coastal Wetland and Estuarine Shoreline AEC, landward of Normal Water Level, will be filled as a result of the proposed bulkhead alignment. The installation of the bulkhead and associated tiebacks will result in the disturbance of approximately 2160 square feet of Estuarine Shoreline AEC. The proposed dock will shade 200 square feet of Estuarine and Public Trust Waters AECs. Temporary turbidity can be expected during construction of the dock and bulkhead. Existing Property Use: The current use of the property is residential, single family and is unimproved. Plans are currently being drawn to construct a 4 -bedroom single family residence on this site. The property to the north has an existing single family residence with a wood bulkhead and dock; and the property to the south is undeveloped. Existing Property Characteristics: Total lot area 6,328.05 sq ft / 0.15 acres. Upland Area -There are no man-made structures or septic system. This area is covered with dense woody vegetation. Shoreline Area -There are no existing manmade erosion control, flood control or storm protection features in or along the existing shoreline. There is an existing narrow coastal wetland fringe of black needle rush and a severe erosion escarpment along the wetland fringe. Proposed Project Description: The project involves the construction of 681in. ft. of wood bulkhead with a 30' return wall along the south property line to help address outflanking by storm events. A 10` x 20` wood dock is also proposed. The dock will be constructed 25'+ from all property lines. Proposed Bulkhead Alignment -The proposed bulkhead has been aligned 3' - 5' off the existing escarpment and will tie into the existing wood bulkhead to the north; and a return wall on the south side. Proposed Wood Dock -The proposed dock extends less than'/a the width of the waterway and has been positioned in the center of the lot Purpose of Project: Bulkhead and Backfilling - to provide erosion and flood control, and storm protection where none exist. Wood Dock - to provide private temporary mooring for small boat and access to the waterway for recreation..
