boardwalk over public trust waters along the shoreline of Pembroke Creek, three
wooden boardwalks over wetlands to access the main boardwalk each 6' wide, and a
6' x 30' platform for canoe launching.

Project Setting
The site of the proposed development is a 95 acre tract of land located off of W. Queen St.
(SR 1204) in Edenton, Chowan County. The property is currently an undeveloped piece of
farmland adjacent to Pembroke Creek and is known as Red Banks Farm. Adjacent
properties include an undeveloped tract and the US Fish and Wildlife Service Fish
Hatchery. Elevation of the tract is approximately 4 ft above NWL. Vegetation on this site
consists of mixed hardwoods including gum, oak, maple, and cypress trees. The shoreline
along Pembroke Creek is vegetated with mostly hardwoods in the upland area and bald
cypress, red maple, and sweet gum in the 404 wetland area. The entire 95 acre tract
consists of 15% forested wetlands, 5% upland forest, and 80% farmland. The soils in the
area are classified as Chowan-Dorovan silty loams.
The county-owned tract of land consists of 3660 ft of natural shoreline along the Pembroke
Creek. No submerged aquatic vegetation was observed in the area of the proposed
development. The water depths in the Pembroke Creek in the area of the proposed
development range from 1 ft to 3 ft.
The waters of the Pembroke Creek are closed to shellfish harvesting and are classified as
SB waters by the Division of Environmental Management. There are no known
archeological sites of geologic formations associated with the applicant's property.
Development Proposal
In order to provide public access the applicant proposes to construct a 1300' x 6' wooden
boardwalk along the shoreline of Pembroke Creek, a 6' x 30' platform, and 3 wooden
boardwalks for pedestrian access to the main boardwalk. The main wooden boardwalk will be
constructed along the shoreline and will be accessed by three 6' wide boardwalks through the
upland areas. The access boardwalks will be 200' x 6', 80' x 6', and 40' x 6'. In the middle
section of the main boardwalk the county proposes to construct a 6' x 30' canoe/kayak
launching platform.
Anticipated Impacts
The proposed development will shade 1920 sq. ft. of wetlands and upland forest areas in the
Public Trust Shoreline AEC and 7980 sq. ft. of Public Trust Area of Environmental Concern.
Temporary water turbidity will occur during the construction.

CAMA Major Permit Application Narrative

Chowan County has a CAMA Waterfront Access Grant to construct a 1,300 ft by 6 ft boardwalk
along Pembroke Creek at the new Red Banks Farm Park in Edenton. A 6 ft by 30 ft platform for
launching canoes and kayaks will be constructed along the middle section of the boardwalk. The
east and west sections of the boardwalk will be constructed through small sections of wetland
forest. To minimize impact to the wetland forests, the boardwalk will meander around trees from
the river's edge to the river bank.
The county plans to construct a crush and run gravel walking trail azound the pazk, which will
connect with the boardwalk at both ends. The general public will be able to use the boardwalk
for exercising, birdwatching, and fishing on Pembroke Creek. The canoe/kayak launch will
provide easy access for water-based recreation. Chowan County Parks and Recreation will
maintain the boardwalk and supervise public access.
The pilings for the boazdwalk will be round, 14 ft minimum length, and driven to a minimum
length of 8 ft. All pilings will be treated to 2.5 salt water treatment. All lumber material will be
pressure treated to 0.4 CCA minimum. The grade shall comply with State Code. All nails,
screws, bolts, washers, nuts and etc. shall be galvanized. A kickrail will be used rather than
handrail on the boardwalk.
A small tracked pile driver and barge with pile driver will be used to construct the boardwalk.
The equipment will be stored on the Red Banks Farm property during construction.

Chowan County has a CAMA Waterfront Access Grant to construct a 1,300 ft by 6 ft boardwalk along Pembroke Creek at the
new Red Banks Farm Park in Edenton. A 6 ft by 30 ft platform for launching canoes and kayaks will be constructed along the
middle section of the boardwalk. The east and west sections of the boardwalk will be constructed through small sections of
wetland forest. To minimize impact to the wetland forests, the boardwalk will meander around trees from the river's edge to
the river bank.
The county plans to construct a walking trail around the park, which will connect with the boardwalk at both ends. The general
public will be able to use the boardwalk for exercising, birdwatching, and fishing on Pembroke Creek. Thecanoe/kayak launch
will provide easy access for water-based recreation. Chowan County Parks and Recreation will maintain the boardwalk and
supervise public access.
The pilings for the boardwalk will be round, 14 ft minimum length, and driven to a minimum length of 8 ft. All pilings will be
treated to 2.5 salt water treatment. All lumber material will be pressure treated to 0.4 CCA minimum. The grade shall comply
with State Code. All nails, screws, bolts, washers, nuts and etc. shall be galvanized. A kickrail wil- be used rather than
handrail on the boardwalk.
A tracked pile driver andlor barge with pile driver will be used to construct the boardwalk. The equipment will be stored on the
Red Banks Farm property during construction.
