The first item of the additional information requested was indeed a typographical error. The correct number of lots proposed for Phase 3 is actually 58. This page of PCN has been corrected and attached. We understand that the proposed'/a-acre lot size typically involves impervious acreage of greater than 24 percent. However, the developer proposed a detailed plan for limiting the impervious acreage to 23.4 percent, which was included in the PCN application. Because of the specific plan to limit the impervious area, the developer does not believe a Stormwater Management Plan should be required for the Water Quality Certification. Figure 2 shows the location of the site on the applicable Harnett County Soil Survey map. General land use in the vicinity of the project consists primaril~gricultural fields with a few single-family residences along existing roads. 10. Describe the overall project in detail, including the type of equipment to be used: The proposed project is a residential subdivision development in which roads and sanitar, s infrastructure will be constructed using heavy equipment typical for rg ading and other earth moving activities. Phase 1 and 2 are already under construction. The only impacts associated with Phase 1 did not require notification because it resulted from installation of the sanitary sewer line, which clipped the edge of the lame scrub-shrub wetland on the site The road proposed to access Phase 3 crosses a nonriparian wetland area. Figure 3 (11 x 17 and full plan size) is a Surface Waters and Wetlands Impact Map showing the entire project along with an inset showing the details of the proposed road crossing (Inset 1) It is important to note that the sanitary sewer crossing of a lobe of wetland located north of the proposed road crossinc was constructed by boring and did not result in any impact to the wetland. 11. Explain the purpose of the proposed work: The purpose of the project is to develop a residential subdivision consisting_of approximately 58 homes with municipal sanitary sewer service. IV. Prior Project History If jurisdictional determinations and/or permits have been requested and/or obtained for this project (including all prior phases of the same subdivision) in the past, please explain. Include the USAGE Action ID Number, DWQ Project Number, application date, and date permits and certifications were issued or withdrawn. Provide photocopies of previously issued permits, certifications or other useful information. Describe previously approved wetland, stream and buffer impacts, along with associated mitigation (where applicable). If this is a NCDOT project, list and describe permits issued for prior segments of the same T.I.P. project, along with construction schedules. The applicant retained BLC to delineate the surface waters and wetlands on the property in September of 2006 prior to site plan development to facilitate avoidance and minimization of wetland impacts to the maximum extent ,practicable On September 21 2006 Mr. Ronnie Smith of the USAGE field verified the wetland boundary accepted the data forms provided to support the delineation, and determined that the wetlands on the property consist of nonriparian wetlands. These wetlands are contiguous to riparian wetland downstream where an intermittent channel forms off of the property. The applicant does not request the USAGE to evaluate this property usin tg h~panos Guidance and are satisfied with the delineation as reviewed and approved in the field The attached letter from the applicant reiterates this request.
